Reminder: Star Awards deadlines next month

Deadlines for the Texas Association of Builders' 2013 Star Awards have moved up this year. Take advantage of discounted fees and submit your entries by the early bird deadline of Feb. 15. The final deadline is 5 PM on Feb. 28. The Texas Association of Builders (TAB) applauds and supports Rep. Allan Ritter for filing House Bills 4 and 11 to address the implementation of the State Water Plan. The two bills would make a one-time allocation of $2 billion from the state's Economic Stabilization Fund, also known as the Rainy Day Fund, to capitalize a new, dedicated revolving fund for use in financing water projects in the State Water Plan. In the opening salvo of Texas' budgeting process, both House and Senate leaders touted their spending restraint amid increases in state revenue. Budget-writers in each chamber unveiled overviews of their proposed 2014-15 budget bills, which will keep in place the deep cuts the Legislature made in 2011 and leave on the table billions of available revenue. The $89 billion, two-year general fund budgets come in far short of the $96 billion that state agencies have said is needed to maintain the current level of services in public schools, universities, hospitals, prisons and more. North Texas home sales for 2012 reach highest point since 2008

The Consumer Financial Protection Bureau has released the Ability-to-Repay rule of its new Qualified Mortgage definition, and so far, the industry has given the definition mostly praise. The definition is intended to curb reckless mortgage lending by giving lenders a legal safe harbor if they originate loans that meet the definition. More

Most state lawmakers won't disclose tax returns

When a Texas Tribune reporter asked state Rep. Joe Pickett to voluntarily provide his last three tax returns as part of a legislative transparency project, the El Paso Democrat was frank. "It's hard enough being an elected official these days," he said. "I think that's way too much invasion of privacy." It's a sentiment shared by virtually all of his colleagues. More

Master developer sought for lakeside site

One of the most significant projects east of I-35 in Austin is about to get underway. A request for qualifications is expected to be released Jan. 17 for the redevelopment of the 18-acre site along the north shore of Lady Bird Lake that includes the 16-story Rebekah Baines Johnson Center. LCRA likely to build intake and water treatment plant for Spicewood Beach

Day in, day out for nearly an entire year, the Lower Colorado River Authority has paid contractors to truck in water to supply the small Spicewood Beach community on the southern shores of the upper end of Lake Travis. The Spicewood Beach water system's well, connected underground to Lake Travis, faltered in January 2012 as the lake level fell, drawn down by drought. Since then, the LCRA has spent at least $420,000 to truck in water for the system's 500 homes and elementary school. More

The National Association of Home Builders (NAHB) and the International Code Council (ICC) applaud the recent approval of the 2012 ICC 700 National Green Building Standard™. In 2007, NAHB and the ICC partnered to establish a nationally-recognizable standard definition of green building. The resulting ICC 700 National Green Building Standard is the first and only residential green building rating system to undergo the full consensus process and receive approval from the American National Standards Institute (ANSI). This is the first time the standard has undergone Consensus Committee review and update since it was published in 2009. More

The Sunset Advisory Commission has recommended a firm application of brakes to stop, or at least slow, the Texas Facilities Commission’s dash to develop state-owned property, including the 122-acre Capitol complex, in partnership with private interests. Voting 10-2 recently, sunset commissioners called on lawmakers to delay any further consideration of unsolicited proposals for public-private projects until after Sept. 1 while the Legislature revisits a 2011 law designed to facilitate public-private partnerships.
