Construction's February unemployment rate of 21.8 percent showed improvement over January's 22.5 percent rate and was a substantial drop from February 2010's 27.1 percent. The Bureau of Labor Statistics latest monthly employment snapshot, released on March 4, reports that construction gained 33,000 jobs last month. More

Gov. Rick Perry met with the House Republican Caucus for almost an hour Monday in an effort to slow the Legislature's movement toward drawing money out of the state's rainy day fund to close a budget gap. House budget-writers have been moving toward using more than $4 billion from the fund to make up for a shortage of tax collections in the current budget cycle, which ends Aug. 31. Perry has said since the beginning of the legislative session that he does not think lawmakers should take any of the $9 billion expected to accumulate in the rainy day account over the next two years. When Gov. Rick Perry says Texas is open for business, a Republican senator wants to be sure that "open" means transparent as well. Sen. John Carona, R-Dallas, has filed legislation that would loosen Perry's grip on the state's Enterprise and Emerging Technology funds by transferring oversight from the governor to committees appointed by several elected officials. Three environmental groups are suing an Austin-area coal-fired power plant they say has repeatedly violated the federal Clean Air Act. Environment Texas, the Environmental Integrity Project and the Texas Campaign for the Environment filed a federal lawsuit Monday accusing the Lower Colorado River Authority's Fayette Power Project of exceeding federal pollution limits. Texas faces a transportation funding crisis. During the next 20 years, the Texas Department of Transportation will need $315 billion to spend on the state's roads and freeways for maintenance and construction just to keep traffic from getting worse, according to a report commissioned by the Texas Transportation Commission. The gasoline tax, which provides the vast majority of TxDOT's funding for roadwork, will generate about only $160 billion. More
