Senate budget chief: Long way to go

State Senate Finance Chairman Steve Ogden, R-Bryan, said that there is still a lot of work to be done before the upper chamber can take up the budget bills that just cleared the House. The House has pumped out three major budget bills since Thursday: House Bill 1 funds the 2012-13 budget, House Bill 4 cuts spending in the current budget to help address a $4 billion deficit, and House Bill 275 accesses $3.1 billion from the state's rainy day fund to close the remainder of that deficit. A plan unveiled by the Federal Deposit Insurance Corporation (FDIC) and the Federal Reserve on March 29 to require a minimum 20 percent down payment for "qualified residential mortgages" would disrupt the fragile housing market and jeopardize the struggling economic recovery, according to NAHB. Along with NAHB, diverse industry and consumer groups and housing finance experts took strong exception to the proposal, pointing out that it could prevent millions of credit-worthy borrowers from buying homes and would be a major setback for the housing industry as it slowly emerges from its worst downturn since the Great Depression. Home building isn't dead, but it certainly has some time to think about what it would look like when it revives, perhaps from 2013 to 2015. That's according to John McIlwain, a senior fellow at the Urban Land Institute in Washington, which studies trends in housing and development. The green roof industry grew by 28.5 percent over the course of 2010, up significantly from 16 percent growth recorded in 2009, according to an industry survey. Green Roofs for Healthy Cities conducts an annual industry survey of its members to identify the square footage of green roofs installed each year, in each region of the country.
