Schnurman: Low oil price pinches job growth far and wide

The party hasn’t ended in Texas yet, but the hangover has begun. Recently, new payroll numbers showed that the state had a net loss in jobs in March, the first monthly decline since 2010. Hiring in the Dallas area contracted, too, despite its much ballyhooed diversified economy. Perhaps most surprising was a sharp drop in construction jobs. While homebuilders keep saying they can't hire enough workers, the segment fell as sharply as oil and gas across the state.

Ethics reform proposal downsized

Gov. Greg Abbott's keystone ethics reform plan got a drastic downsizing in the Senate, as key provisions governing legislators' behavior and misbehavior were deleted. Lawmakers convicted of official crimes will be able to keep their generous pensions. They will still be able to make money representing government entities as bond counsel. They will get a pass for errors on ethics disclosure forms.

Senate subpanel considers bill to give Texas and other states their own border security force

Texas and other states could have their own dedicated border security force — with the ability to enforce federal immigration laws — under legislation heard in a Senate subcommittee. A bill by Sen. Bob Hall, R-Edgewood, seeks to create a compact with other states to address what he described as the federal government's failure to secure the U.S.-Mexico border. Currently, immigration regulations are the federal government's responsibility.

House votes to bar fracking bans by cities

The House moved to bar cities from banning fracking and placing other limits on oil and gas drilling after a debate that pitted a key state industry against communities' desire for local control. The measure, which won tentative approval on a 122-18 vote, was legislative backlash against the hydraulic fracturing ban that Denton voters passed last year. The bill would probably make the city's ban unenforceable.

Abbott's list of legislative priorities moving slowly through the Legislature

Two months ago, when Gov. Greg Abbott listed the five things he wanted the Texas Legislature to address most quickly, ethics reform was one of his must-haves. "Let's dedicate this session to ethics," the governor told lawmakers in his State of the State speech, a move he insisted would "strengthen the faith and the trust Texans deserve from us. It's a reminder of who we work for, the citizens of Texas." By the end of last week, however, the reforms Abbott had declared an "emergency" to fast-track their enactment were barely crawling toward approval.

2 Democrats face off to fill Legislature's last seat

It's Election Day again in Bexar County. Two Democrats are on the ballot Tuesday in a runoff to fill the last vacancy in the Legislature, replacing former House District 124 Rep. Jose Menéndez, now a state senator. Former San Antonio City Councilwoman Delicia Herrera and former Bexar County prosecutor Ina Minjarez have made few waves throughout the sleepy contest, which went to a runoff after neither won a majority in the first round.

Drought is not just a California problem

With all the attention focused on California's water woes, an observer might conclude that the Golden State's drought is the exception. It isn't. Forty states expect to see water shortages in at least some areas in the next decade, according to a government watchdog agency. In a 2013 survey by the Government Accountability Office, state water managers from around the country said they expect freshwater shortages to continue into the next decade, even under what they described as "average" conditions.
