While legislative rules make it easier for Gov. Rick Perry to pass his agenda in a special session with the help of fellow Republicans, he may not enjoy the advantage of normal political alliances in his bid to overhaul the Texas Windstorm Insurance Association. On that issue, lawmakers are divided, not on party lines, but geographical ones. While Republicans generally side with advocates of lawsuit reform — an important element in the TWIA legislation — key Republican senators on the Gulf Coast say they will view the issue through the prism of their district's geography and stand up for the right of their constituents to demand fair treatment from the insurance cooperative. Gov. Rick Perry on Tuesday vetoed his first bill of the year, a measure that would have expanded the number of Internet retailers required to collect Texas sales taxes. The bill, backed by major brick-and-mortar stores but opposed by the giant online retailer, would have required companies that contract with marketing companies in Texas to collect the tax. More

A legislative proposal awaiting Gov. Rick Perry's signature would effectively end May municipal elections in some Texas counties during even-numbered years. That would mean four Austin City Council members, including Mayor Lee Leffingwell, could serve for an extra six months next year before facing re-election, throwing the political dynamics of next year's mayoral campaign into flux. The proposal would give U.S. troops deployed overseas more time to receive and mail back their ballots in party primary elections. The change is mandated by a federal law passed in 2009. More

Christi Craddick pondering run for Railroad Commission

Christi Craddick, the daughter of state Rep. and former Texas House speaker Tom Craddick, is considering running for an open seat on the Texas Railroad Commission, according to a source familiar with her plans. Two seats on the commission are coming open in 2012 because one is vacant and one is now held by Elizabeth Ames Jones, who is not planning to seek re-election. More

Marathon Oil will spend $3.5 billion in cash to snap up oil and natural gas fields in Texas as the company boosts exploration and production in a highly targeted and energy rich region. The Houston company said Wednesday that it has reached an agreement with the owner, Hilcorp Resources Holdings, a partnership that includes Kohlberg Kravis Roberts & Co. Marathon gets about 141,000 net acres within the Eagle Ford shale formation. The region overlaps Atascosa, Karnes, Gonzales and DeWitt counties the southern part of the state. More
