Wells Fargo sees lower-end US home market recovery

The U.S. housing market has reached a bottom with the lower end of the market seeing a stronger recovery than the higher end, Wells Fargo & Co Chief Executive John Stumpf said on Wednesday. "If you look at housing, it looks like it has reached a bottom," Stumpf said in a speech in San Francisco. "It has bounced off the bottom in many markets. I would the say the lower end of the market is stronger than the higher end of the market." More

The Senate on Wednesday approved a plan to give homebuyers an extra three months to finish qualifying for federal tax incentives that boosted home sales this spring. The move by Senate Majority Leader Harry Reid would give buyers until Sept. 30 to complete their purchases and qualify for tax credits of up to $8,000. Under the current terms, buyers had until April 30 to get a signed sales contract and until June 30 to complete the sale. More

Mortgage applications up 18%

The number of customers applying for mortgages jumped last week, a sign that the market could be stabilizing after dropping sharply last month. Overall applications were up nearly 18 percent from a week earlier, the Mortgage Bankers Association said Wednesday. Applications to refinance home loans were up 21 percent to the highest level since May 2009. That’s because buyers have been taking advantage of near-record-low mortgage rates. More

In a standoff between state and federal environmental authorities on how to regulate air polluters, the state appears to have blinked — or at least winked. The Texas Commission on Environmental Quality proposed changing its rules on a controversial permitting program that determines how much some refineries and power plants are allowed to pollute. More

Former Arkansas Gov. Mike Huckabee will endorse seven Texas candidates in what could be a sign that he's building up a Texas network for another run at the White House. Huckabee will endorse Brian Birdwell of Granbury, who is locked in a tight race with former Sen. David Sibley. He will also endorse Bill Flores, who is trying to unseat U.S. Rep. Chet Edwards, D-Waco and Erwin Cain, who is trying to beat Rep. Mark Homer, D-Paris. More

A top Republican lawyer has been hired to represent the Texas Green Party against efforts to identify a mystery donor who paid to put the party on the fall ballot. Democrats have filed suit, claiming the petition drive for the Green Party was an effort to help Gov. Rick Perry and other Republicans. The drive was spearheaded by an out-of-state GOP operative with a history of helping Republican candidates and conservative causes. But whoever provided more than $200,000 to pay signature gatherers remains a secret. More

BP agrees to $20 billion fund, apologizes to US for spill

BP Plc and the government have reached a preliminary agreement under which the British oil giant will put $20 billion in an escrow account to pay claims resulting from the oil spill in the Gulf of Mexico, according to news reports. The agreement calls for BP to make two payments into the escrow account this year, then a payment each quarter over the next several years until the $20 billion amount is reached. More

The first map detailing high-speed Internet access around the state will highlight unserved rural areas in hopes of bringing service to those communities, Texas Agriculture Commissioner Todd Staples said Wednesday. The interactive map unveiled during an online news conference allows computer users to pinpoint availability even down to a specific rural home. Staples says the tool could lead service providers to target future investment. More

A federal grand jury in San Antonio on Wednesday indicted 22 people, including a Texas lawyer, a former Bexar County sheriff's deputy, a San Antonio real estate agent, mortgage processors and escrow and title officers on charges that they conspired to defraud mortgage lenders out of $50 million. DFW still fails to meet 1997 ozone standards

The Dallas-Fort Worth area must come up with yet another plan to reduce emissions after failing to meet Tuesday's deadline to comply with federal ozone standards. State and local officials will be required to create a plan to meet the 1997 ozone standards even as a much tougher standard is being drafted by the Environmental Protection Agency. More
