Despite concerns raised by both Republicans and Democrats, senators tentatively passed a resolution that aims to solve the state's transportation funding woes by diverting future revenue from the Rainy Day Fund. Senate Joint Resolution 2, which would eventually have to be approved as a constitutional amendment in November by voters, would split a portion of oil and gas severance taxes currently earmarked for the Rainy Day Fund between that fund and the State Highway Fund. A second federal appeals court has ruled the National Labor Relations Board can't force employers to put up posters informing their workers of their right to form a union. The U.S. Circuit Court of Appeals in Richmond, Va., is the latest court to weigh in on the NLRB's poster rule. It ruled Friday that the NLRB didn't have the authority to issue such a regulation — the same decision reached in May by the U.S. Circuit Court of Appeals in Washington, D.C. More

House Bill 585 could give reprieve to West victims

One of the last steps in allowing West homeowners affected by the April 17 blast to have their damaged homes reappraised will take place at the McLennan County Commissioners Court meeting. Gov. Rick Perry on Friday signed into law House Bill 585, which included an amendment allowing for homeowners affected by a disaster to have their properties reappraised to deduct the damage caused by the event. Housing starts rise 6.8 percent in May

Nationwide housing starts rose 6.8 percent to a seasonally adjusted annual rate of 914,000 units in May due primarily to increased production on the multifamily side, according to newly released data from HUD and the U.S. Census Bureau. Rick Perry is on the verge of deciding whether or not to run for re-election, and speculation is mounting that he will step aside and make Attorney General Greg Abbott his likely successor. TWIA board agrees to steps to address financial woes

The board of the state's embattled Texas Windstorm Insurance Association agreed to take steps that it says will better prepare the agency for the 2013 hurricane season and be more efficient over the long term. At the first meeting of the board of directors since hurricane season began, TWIA representatives said they would meet with Texas Insurance Commissioner Julia Rathgeber to discuss taking out a $500 million loan in case a storm hits. If the agency used the loan money to pay for storm damage, it would have to pay $125 million in interest. More
