BP, Department of Justice agree to $20 billion escrow fund

The U.S. Department of Justice said it has completed negotiations to create a $20 billion fund to provide the resources needed to help those impacted by the oil spill in the Gulf of Mexico. President Barack Obama asked BP Plc to create that fund in June. "We have made clear that the company still needs to ensure that the necessary funds will be available if something happens to the subsidiary that established the trust and we look forward to completion of an appropriate security arrangement in the near future," U.S. Associate Attorney General Tom Perrelli said in a news release. North Texas home sales fell 29 percent in July compared with a year earlier, but the median home sales price still rose 1 percent, to $155,000, the latest Texas A&M Real Estate Center report shows. "It's good news, bad news," said Jim Gaines, an economist with the real estate center. More

Texas: BP refinery emitted toxic chemicals

BP illegally emitted nearly 500,000 pounds of toxic air pollutants at its Texas City refinery during a 41-day period this spring, the state attorney general contends in a lawsuit. According to the lawsuit filed in state district court in Austin, BP's poor operation and maintenance for those days in April and May were the primary cause of the toxic emissions of cancer-causing benzene, carbon monoxide and nitrogen oxides. BP could be fined up to $25,000 per day for each violation. The Texas City refinery is the nation's third-largest, about 30 miles south of Houston. More

Two environmental groups said that they would sue the City of Austin, Travis County and the U.S. Fish and Wildlife Service for what they claim is a failure to fully protect endangered songbirds. The Save Our Springs Alliance and the Austin chapter of the Sierra Club say the governmental authorities have not lived up to their commitment to set aside land for the songbirds and protect caves that are home to other endangered species. The U.S. Senate approved a NASA authorization bill that strikes a compromise between President Barack Obama's commercial space flight goals and plans for a NASA-controlled heavy-lift rocket and crew capsule. The Senate bill rejects Obama's plan to rely on commercial development of a vehicle to take astronauts and cargo to the International Space Station. The bill cuts Obama's proposed money for commercial development by two-thirds. More
