'Project' definition reversed

Last week, the Texas 3rd Court of Appeals in the Harper Park Two v. City of Austin case reversed the decision which originally favored the City of Austin’s narrow interpretation of the meaning of project. The HBA of Greater Austin submitted an amicus brief on the case.

An analysis of federal employment data performed by the Association of General Contractors in August shows construction employment inched up by 8,000 jobs to a 15-month high in July but remained far below the peak set in early 2006. AGC officials say a grim outlook for public sector construction activity will act as a drag on expanding private sector construction. The AGC is urging lawmakers to pass adequate long-term funding for public projects, without what the agency says are "unnecessary strings attached." More

Head of rating agency Standard & Poor's stepping down

The president of Standard & Poor's is stepping down, an announcement coming only weeks after the rating agency's unprecedented move to strip the United States of its AAA credit rating. The McGraw-Hill Cos., the parent of S&P, said that Deven Sharma will be replaced by Douglas Peterson, now the chief operating officer of Citibank N.A., Citigroup Inc.'s chief banking arm. More

Mortgage Bankers Association: Serious mortgage delinquencies rise in second quarter

The delinquency rate for U.S. mortgage payments slightly increased in the second quarter, an industry group said on Monday. The rate on loans backing one-to-four unit residential properties reached a seasonally adjusted 8.44 percent, 12 basis points higher than in the first quarter of the year, yet 141 basis points below a year ago, The U.S. Mortgage Bankers Association reported. The restricted club that is the Texas Senate will be invaded by noisy conservative voters and activists next year if senators have to choose a new leader from their own ranks. If Lt. Gov. David Dewhurst wins a United States Senate seat or moves into the governor's office after the 2012 elections, state senators will elect one of their own to take his place. If Gov. Rick Perry wins the presidency, his job would go to either Dewhurst or to the state senator who has taken Dewhurst's place. More

El Paso County Commissioners settle on lower tax rate

The El Paso County Commissioners Court on Monday committed to lowering the tax rate for the budget year that starts Oct. 1. The commissioners voted to support the "effective" tax rate for the coming fiscal year. That's the rate needed to raise the same revenue in 2012 as in 2011, excluding new properties. More
