Water moves to Capitol front-burner
Houston Chronicle    Share    Share on FacebookTwitterShare on LinkedinE-mail article
It has been dry enough in Texas that water may be, finally, at the fore of the legislative session that convenes in January. House Speaker Joe Straus said the state's water supply will be among his priorities after years of inaction by lawmakers. In the previous session, the House balked at two bills intended to create the first permanent funding source for a new round of reservoirs, pipelines and other projects to avoid grave shortages in 2060. The plan would cost an estimated $53 billion, which proved too much for a spending-averse Legislature two years ago. More

Texas Supreme Court takes up contractual liability issue, again
Insurance Journal    Share    Share on FacebookTwitterShare on LinkedinE-mail article
Insurance Journal previously discussed a landmark case involving the viability of the contractual liability exclusion. At that time, the Texas Supreme Court in "Gilbert Texas Construction, L.P. v. Underwriters at Lloyd's London," upheld the application of the exclusion in a construction defect case. This decision was rightly considered a groundbreaking decision because it reinvigorated the use of the exclusion and also included a discussion of the estoppel doctrine. More

Race and income influence who votes in Texas
Fort Worth Star-Telegram    Share    Share on FacebookTwitterShare on LinkedinE-mail article
More than 17 percent of the people who register to vote never make it to the ballot box, and according to new research, these people tend to be poor or uneducated. Research also suggests, however, that more of these people would vote if officials made it more convenient. The most basic duty of any candidate is to get supporters to the polls, and researchers at Austin Community College and Texas State University dug into 2008 voter data to better understand the people who register but don't vote.
