Existing-home sales were down in September on the heels of a strong gain in August, but remain well above a year ago, according to the National Association of Realtors. Total existing-home sales, which are completed transactions that include single-family, townhomes, condominiums and co-ops, declined 3.0 percent to a seasonally adjusted annual rate of 4.91 million in September from an upwardly revised 5.06 million in August, but are 11.3 percent above the 4.41 million unit pace in September 2010. Foundation now accepting scholarship applications for Spring 2012 semester

Scholarship applications are now being accepted by the Texas Builders Foundation for the Spring 2012 semester. The deadline is Dec. 2, 2011.

The foundation awards student scholarships to individuals enrolled in Texas' technical and trade schools, as well as to those in community colleges and universities that offer construction degrees.

The Texas Builders Foundation serves as a resource to students, the residential building industry, and the citizens of the State of Texas. Its mission is to support the future construction workforce while providing information and education to the building community and consumers, and to support the charitable activities of the residential construction industry.

Home prices rose in August in half of major U.S. cities measured by a private survey, a sign that prices are stabilizing in some hard-hit portions of the country. The Standard & Poor's/Case-Shiller index recently showed that prices increased in August from July in 10 of the 20 cities tracked. That marked the fifth straight month that at least half of the cities in the survey showed monthly gains. More

The staff changes are among numerous steps Perry is taking to revive his campaign. He will also unveil his proposal for a 20 percent flat tax today, and he is planning to launch his first presidential television ads this week in Iowa. More

FHFA mortgage refi boost expected to be modest

Analysts expect results from the changes to the Home Affordable Refinance Program to be modest, but the Obama administration said it is working to expand the number of reachable borrowers even further. The Federal Housing Finance Agency removed a series of barriers to help more underwater borrowers with Fannie Mae and Freddie Mac loans refinance. The agency itself could not give a specific estimate of how many borrowers could be reached but did say the changes could double the 838,000 who already went through the program. More

One good thing about grants from the U.S. Department of Housing and Urban Development is that the results are tangible — better roads and neighborhoods, for instance. When those funds are cut, the results are equally tangible. Congress reduced funding for HUD's Community Development Block Grant program by 16.5 percent, or $600 million, this year. HUD's HOME program lost more than $200 million, or 11.7 percent. More
