Battling over border, budget

With a week left before voters decide the governor's race, the two candidates on Tuesday took tacks that reflected their relative positions in the polls. Republican Rick Perry, maintaining his months-long lead, took a break from campaigning to speak at a San Antonio luncheon benefiting the Texas Association Against Sexual Assault. Democratic challenger Bill White, meanwhile, kept jabbing away at the governor, saying the state budget crisis was even worse than Perry is willing to acknowledge, and launching an ad aimed at undercutting the incumbent's position on border security. More

At least $1.2 million recently flowed from Virginia-based American Crossroads, co-founded by longtime Bush strategist Karl Rove, to the Virginia-based Republican State Leadership Committee, run by former national GOP chairman Ed Gillespie. Show Texas Gov. Rick Perry a state considering a tax-the-rich proposition in response to a budget shortfall, and he sees opportunity. In a letter to about 90 major businesses in Washington state — including Amazon, Microsoft and Starbucks — plus some business associations, Perry wrote, "As the State of Washington considers a multibillion-dollar tax increase for citizens and businesses, and the first state income tax since 1993, I invite you to consider your future in America's new land of opportunity: the State of Texas." A jury was chosen Tuesday in the trial of former U.S. House Majority Leader Tom DeLay, a once powerful but polarizing politician accused of illegally financing Texas GOP legislative races in 2002. The panel of six men and six women, along with two alternates, was selected after attorneys spent more than eight hours quizzing potential jurors about whether their political beliefs could interfere in their ability to make an impartial decision. Most said it wouldn't affect them. More

The number of food-stamp recipients increased 9.2 percent in two years in El Paso County and 34 percent statewide, according to statistics compiled by the Texas Health and Human Services Commission. And officials said they expect those numbers to continue to increase. This month, the number of El Pasoans on food stamps stood at 162,796, up from 159,716 in October 2009 and 148,885 in October 2008. Statewide, the number of food- stamp recipients has reached 1,423,361 up from 1,034,942 for the same period in 2008 — a 34 percent increase. More

Texas rail advocates are staging another legal maneuver against state Comptroller Susan Combs, who has blocked the release of $182 million that lawmakers designated for rail relocation and improvement in Texas. As the debate over climate change rages, average temperatures in Texas are slowly but steadily rising, according to a report from state climatologist John Nielson-Gammon. Nielson-Gammon, a professor of atmospheric sciences at Texas A&M University, said that each decade since the 1970s average temperatures have crept upward, and record hot summers across parts of the state the last two years are in keeping with the long-term trend.
