Lt. Gov. David Dewhurst made a welcome suggestion recently: Legislators should consider withdrawing $1 billion from the rainy day fund to create a "water infrastructure development bank" to help local governments pay for new water projects. Dewhurst's suggestion, tossed out during a speech to the Dallas Regional Chamber, falls far short of the tens of billions of dollars needed to meet the water needs of a growing population over the next several decades, but legislators don't have to pay for every project now. They just need a start. More

Houston real estate market likely to survive fiscal cliff

As new LED light bulbs and smart windows debut, new surveys say the lure of lower utility bills is prompting a boom in green building despite a weak global economy. Half, or 51 percent, of companies say most of their construction projects (at least 60 percent) will be certified as green by 2015, up from 28 percent in 2012 and 13 percent in 2009, according to a study that finds saving money — not the planet — is their primary motive. As you go on your daily jogs on the southern side of the Butler Hike and Bike Trails on Lake Bird Lake you will probably start seeing more and more construction throughout the next year. Construction is in full swing on the new Lady Bird Lake Boardwalk Trail Project. According to the City, the contractor has built a work dock and staging area in International Shores (Lakeshore) Park — which is east of IH-35 — crews will begin installing piers this week. More

Lawmakers have stockpiled nearly $5 billion in more than 200 dedicated revenue funds, using the money to help balance the budget rather than for their intended purposes, according to estimates from the Texas comptroller's office. It's a practice that has been criticized for years, and both Gov. Rick Perry and House Speaker Joe Straus have called on legislators during the 2013 session to end the diversions. More

Midland-Odessa's regional economy continued to follow a path that leads sharply higher as the final quarter of 2012 got under way. Amarillo Economist Karr Ingham said the Midland-Odessa Regional Economic Index he prepares for the Midland Development Corp., Security Bank and the Reporter-Telegram was up 13.5 percent in October compared to October 2011. "We have a road to drive on for awhile," said Bobby Burns, president and chief executive officer of the Midland Chamber of Commerce. More

State to go on offensive in school finance trial

For the past seven weeks, lawyers representing hundreds of Texas school districts have laid out a case during the trial that the Legislature has failed to live up to its constitutional obligations to the state's 5 million public school students. Beginning Dec. 6, the state's lawyers will launch their offensive in the three-month trial that has the potential to reshape public education in Texas. They need not prove the system is constitutional — only that the school districts' have failed to prove that it isn't. More

The former president of the Texas Association of School Administrators and the state's 2011 superintendent of the year, was the final witness called by Texas school districts in their lawsuit against the state. Can house built in 1961 be historic?

Asarco smokestacks will be demolished

The deadline has passed for finding a way to save the Asarco smokestack that juts from El Paso's heart, and there is no preservation plan in place. However, that does not mean people passionate about keeping the stack as the nation's tallest monument are letting the issue go. Roberto Puga, the trustee in charge of cleaning up and selling the smelter site, said that he does not foresee any circumstance under which he would halt demolition of the 826-foot stack and its smaller neighbor.
