House GOP releases list of proposed cuts
The House Appropriations Committee recently released a partial list of 70 cuts as part of a House GOP proposal to fund the federal government through the rest of the fiscal year, including a $600 million reduction from President Barack Obama's fiscal 2011 budget request for the Community Oriented Policing Services program and a $758 million cut from food assistance to low-income women, infants and children.More
Navy chief concerned about budget
With congressional gridlock making it more likely that the Pentagon will receive the same amount of funding this year as last year, the Navy's top officer is throttling up the pressure to change course. Congress has yet to pass a spending bill for fiscal year 2011, instead carrying over funding from the previous year in a continuing resolution. Lawmakers have until March 4 to either approve a new spending bill or pass another continuing resolution, and with only three weeks of legislative action on the calendar, Democrats are beginning to raise the specter of a government shutdown.More
General: JFCOM downsizing to be complete by March 2012
Over the next year, one of Hampton Roads' top military posts will shrink from a four-star command with a billion-dollar budget into an organization roughly half its current size, headed by a two-star general officer based at the Joint Warfighting Center in Suffolk, Va. US CEOs urge passage of fiscal 2011 Pentagon budget
The chief executives of 14 U.S. defense companies recently urged Congress to pass a defense spending bill for fiscal 2011 instead of extending the current stopgap measure that keeps funding at 2010 levels. The failure of lawmakers to pass a defense appropriations bill for fiscal 2011, which began Oct. 1, could have serious consequences, the CEOs of Lockheed Martin Corp., Boeing Co's defense business and a dozen other companies said in a letter to congressional leaders.More

The Defense Department has shirked responsibility to pay for hundreds of millions of dollars in transportation improvements required as it transfers thousands of workers to Fort Belvoir, Fort Meade and the National Naval Medical Center in Bethesda, Md., according to a congressionally mandated study recently released. The Pentagon's decision to add tens of thousands of commuters this year to a region that has the most congested transportation system in the United States has placed an unfair burden on state and local governments, the study says. When Fairfax-based information technology contractor SRA International canceled on short notice its presentation at a government IT conference in Washington last month, the rumors started circulating. Was the company, which generated $1.67 billion in revenue in 2010 and has more than 4,000 local employees, considering a major change? SRA spoke up last month, acknowledging that, after receiving multiple questions about whether it was accepting offers, the company had hired a financial adviser. House GOP proposes $74 billion in spending cuts
House Republicans are proposing to slash $74 billion in discretionary spending this year, and have included a surprise cut of $16 billion for defense and other security programs. House Budget Committee Chairman Paul Ryan, R-Wis., is expected to file a budget resolution using unilateral powers granted to him by new House rules. Under those rules, his overall budget numbers will amount to marching orders for the House Appropriations Committee, which will have to decide on the specific cuts.More
Army suspends all ongoing insourcing plans
In an about-face, the Army has suspended all of its ongoing insourcing activities, potentially savings thousands of private sector positions. In a Feb. 1 memorandum, Army Secretary John McHugh announced he was halting the service's insourcing initiative immediately in favor of a scaled-back approach in which his office would have to directly approve projects.More

The U.S. Environmental Protection Agency's Design for the Environment Program allows safer products to carry the DfE label, through its Safer Product Labeling Program. The DfE mark enables consumers to quickly identify and choose products that can help protect the environment and are safer for families. The process is complicated as illustrated in a letter sent to the EPA this month by the American Cleaning Institute, which questions proposed new criteria in evaluating hazardous chemicals. Legislative support grows for wine sales in Tennessee grocery stores
A long bottled-up effort to loosen restrictions on wine sales is getting a new push this year, raising the possibility that Tennesseans will be able to buy a bottle of chardonnay at their local supermarket by this summer. State lawmakers, including some longtime opponents, say support is building for legislation that would let supermarkets, convenience stores and other food retailers sell wine, lifting a longstanding law that has limited such sales to liquor stores.More

Weis Markets said it now is packaging its Weis Quality brand 24-pack 20-ounce bottled water in bottles made from 100 percent recycled PET. This initiative makes the Sunbury, Pa., grocer the first supermarket company in the country to offer its water in the environmentally friendly bottle. Manufactured with recycled resin from baled post-consumer plastic purchased from municipal recycling plants, the bottles also contain 25 percent less plastic than before.More
Growers called on to work with FDA on new law
Whether the recently passed federal Food Safety Modernization Act is fully implemented in the next few years depends heavily on what lawmakers do to the federal budget. Congress initially approved the necessary funds for most of the changes in the new act but has not released the funds, Barry Eisenberg, vice president of food safety services for the Washington, D.C.-based United Fresh Produce Association, said during a seminar Feb. 8 at the World Ag Expo. Interest grows for healthy fast food
It may seem counterintuitive, but because of health concerns, many women are talking about snack and fast-food brands, according to a six-month data analysis of The Women at NBC Universal's monthly Brand Power index. Over the July to December 2010 period, NBCU found that some of the biggest gainers in the index which measures online search data and online and in-person dialogue by women about the top 500 brands were snack and fast-food brands that had recently offered promotions for healthier food. Restaurant nutrition draws focus of first lady

Exchange awarded top international store design for rebranding
On Sept. 17, the Army and Air Force Exchange Service made history by revealing its new brand at Tinker AFB. Now several months later, the Retail Design Institute has recognized the Exchange for its fresh approach to the 115-year-old Exchange benefit with its Retail Design Legion of Honor award.
Working alongside Chute Gerdeman, a full-service retail branding and design firm, the Exchange received high honors in RDI's International Store Design. The Exchange took first place in the Large Format Specialty Stores category with Commanding General Maj. Gen. Bruce A. Casella, and Vice President of Marketing and Advertising Dr. Jim Skibo accepted the award on the Exchange's behalf.
The renovations at Tinker AFB began during the month of June, transforming the store into three major divisions Home, Life, Style and Customer Service, which was relocated to the front of the store to provide expert service upon entry. The transformation now has been applied to the Exchange's tabloids, catalogs, exclusive brand packaging, the new interactive website shopmyexchange.com, and to fleet graphics.
"We recognized a need to update our brand in order to communicate to military shoppers that we are here, ready with a new shopping experience, providing them with everything they need to outfit their unique military lifestyle," Skibo said. "The new brand marks a fresh and bold approach to the Exchange benefit."
The award–winning branding elements are a model for future Exchange image upgrades and new construction projects.
The Legion of Honor award was presented at the Retail Design Institute's 40th International Store Design Awards presentation at Times Center in New York City.
