You can park on the gravel lot and then proceed to the Navy Exchange.

To access the base you will need your military dependent ID or CAC card, if you are retired military or a military spouse/dependent. If not a military dependent, you will need your current driver's license or picture identification card — after contacting the above POC's to get your name on the list at the gate.
