In addition to submitting testimony for the record and testifying before the House Armed Services Military Personnel Subcommittee and the Senate Armed Services Subcommittee on Personnel, Coalition Valued Associate organizations have also been "Storming the Hill" and meeting with Congressional Members and staffers to address the devastating impact of the proposed budget cuts and continued sequestration on service members and their families.
Valued Associate organizations are strongly supporting the Military Commissary Sustainment Act introduced by Senators Mark. R. Warner (D-VA) and Saxby Chambliss (R-GA), and the companion House bill introduced by Representative J. Randy Forbes (R-VA-04). The legislation prohibits the reduction in commissary funding pending a comprehensive report from the nonpartisan Military Compensation and Retirement Modernization Commission due in February 2015.
Valued Associates continue to stress to Congress that there should be no changes to service members’ compensation, benefits, and retirement before the commission’s final report. They also strongly oppose any reductions in appropriations for the commissary and exchange systems or proposals that mandate consolidation. They continue to stress that slashing commissary benefits will reduce critical savings for service members and their families, amounting to a tax on military families and a loss of nearly $3,000 in purchasing power. Many believe the drastic proposal is a backdoor way to undermine the commissary benefit: by raising prices and slashing savings, patrons will no longer shop at the commissary, forcing them to close, and impacting exchanges and vital Morale Welfare and Recreation programs.
A recent article by the Military Officers Association of America (MOAA) also points out that service members and their families do not support these cuts to pay and benefits.

Despite public statements by senior DoD military and civilian leadership in public hearings and the press, recent studies and blog posts indicate military personnel do not support cuts to pay and benefits within the FY 2015 budget proposal.
Uniformed and civilian defense leaders hope Congress will accept their anecdotal stories citing troops and their families are in favor of making pay and benefit concessions in order to have appropriate training and equipment and accept their proposals to curb active duty pay, reduce the housing allowance, dramatically cut the commissary benefit, and foist more health care fees on retirees and currently serving families.
We are not questioning their anecdotal survey of troops; however, in stark contrast, the recent survey by the Washington Post and Kaiser Family Foundation found that 83 percent of post-9/11 servicemembers and veterans oppose cuts to pay and benefits.
Articles such as Military.com's, "Generals say Troops Understand Need for Pay Cuts," outline the Pentagon’s case, but the 1,800-plus comments below the article make it clear that their readers soundly reject the proposals.
MOAA understands the difficult predicament the Pentagon now faces, but the "quadruple whammy" of capping pay, increasing out-of-pocket housing expenses, slashing commissary benefits, and cutting health care benefits would be four giant steps toward repeating the short-sighted cuts which led to retention and readiness problems in the past.
The solution to funding training and equipment should not be on the backs of troops and their families who have already served and sacrificed so much for our nation. Nor should Congress undo the very fixes they put in place over the past decade to combat the severe recruiting and retention crisis experienced in the 90s.
Congress established the Military Compensation Retirement and Modernization Commission (MCRMC) to study the current compensation system and suggest reforms. Jumping the gun with piecemeal, budget-driven changes before the study concludes would be a rash decision.
Secretary Hagel stated before the FY 2015 budget release that, "Continuous piecemeal changes will only magnify uncertainty and doubts among our servicemembers about whether promised benefits will be there in the future."
We couldn't agree more and we hope Congress shares our view.

Why You Need To Register For the May 1 & 2, 2014 ALA Commissary Roundtable
If you haven't yet registered for the May Commissary Roundtable you need to do so. The steering committee has designed a must attend preliminary agenda for those who sell to the commissary system. This roundtable is all about SALES and TRAINING. The industry and our customer are changing quickly and we will kick the session off with Matthew Kelly, a Nationally acclaimed speaker, author and business consultant whose focus is learning to adapt to change and manage transition. His discussion is timely given the real life challenges that Industry and DeCA may face. He will arm us with the tools to push forward and grow SALES.
Of course, the DeCA Director will discuss DeCA's mission and what the future may hold and the Executive Director, Sales, Marketing & Policy along with the Director of Sales will share their vision and insight on increasing SALES today and tomorrow.
Concurrent breakout sessions on the Beverage Category, the Dry Grocery Category, the Store Perimeter and the Non-Food Category will be held. You can expect each of the respective Category Managers to outline their vision for the category and how they expect to grow the business. Since the four sessions will run concurrently, it is a must for each sales person who deals with DeCA and the company business manager to attend their appropriate breakout session. Additionally, in each of these sessions the Category Managers want to hear from us about our store level execution, product availability, etc. This will be the place to get the information you need to increase your SALES.
The Executive Director Store Operations personnel will hold another great session on Operational Execution and Excellence where they will be talking about where the SALES are accomplished – the store itself. We can expect to hear about promotional execution to improve SALES, keeping the shelves full, store level SALES, etc. Again, all about SALES and improving the business.
A guest speaker from the Category Management Association will fill us in on the training and direction of the Category Managers and he will attend the breakout sessions as a resource. Brian Gildenberg, Kantar Retail, Chief Knowledge Officer, will give us insights on shopper needs and category trends as well as ideas on how we succeed in this new environment and grow SALES.
During the general session, we will have an Industry Panel of Experts from top CPG companies which will use their category, retailer and Industry expertise in a discussion designed to facilitate brand, category and retail SALES growth at DeCA.
The DeCA Infrastructure Directorate will give us insight on supply chain modernization and we will again hear from the DeCA Chief Operating Officer.
We are working on obtaining some key Congressional leaders to provide us with their Congressional view. And of course, ALA Legislative Affairs will give us the "down and dirty" status of the legislation and how it might affect all of us.
The One-On-One sessions with DeCA Category Managers will be held, so industry members can meet the new DeCA Sales team.

To honor military children, commissaries have fun ways for parents and their "little heroes" to learn about the nutritious value of fruits and vegetables. During April, the Month of the Military Child, commissary produce departments are inviting installation child development centers to take tours highlighting the health benefits of fruits and vegetables. Commissary store managers can also conduct this presentation at the child development center.
2014 Scholarships for Military Children Program
A total of 600 recipients were selected from an applicant pool of 6,000 military children. Letters announcing their selection were mailed on April 17. Each recipient will receive a $2,000 scholarship grant, thanks to the generosity of DeCA trading partners/ALA member companies.

Exchange delivers award-winning timeliness, accuracy and efficiency
Dallas — The Army & Air Force Exchange Service is committed to providing servicemembers and their families access to the products they want, when they want them. When timely delivery is the objective, the organization relies on logistics to ensure customer satisfaction for military shoppers around the world. The Exchange’s logistics team’s efforts have not gone unnoticed as the Defense Transportation System (DTS) has ranked the Exchange top amongst its peers.
In fact, the Exchange recently received three Surface Deployment Distribution Command (SDDC) Shipper Compliance Awards for medium, large and extra-large volume of cargo moved through the DTS.
These SDDC Shipper Compliance Awards recognize the Exchange for its timely and accurate submissions of documentation. Beyond making the shipping process of transporting everyday necessities more efficient, accurate paper work also allows the Exchange to provide on time delivery of seasonal and top-selling products.
All three SDDC awards are based on the Exchange's report card, which monitors the effectiveness of the organization’s shipping capabilities. Each year, the Exchange and more than 2,000 other organizations are rated according to timeliness and accuracy. The SDDC reviews the reports and awards the top 15 shippers who submitted error-free shipping instructions (also known as bookings).
The Exchange's Dan Daniel Distribution Center booked a total of 5,771 shipments with 100 percent accuracy and was awarded the SDDC's Shipper Compliance award in the extra-large category.
With 1,035 shipments, the Konoike Pacific Consolidated Center won the large category while the Coastal Pacific Food Distribution Center booked 373 shipments and was top rated in the medium category.
All three centers were recognized for their 100 percent accuracy, timeliness and effectiveness.
"It's a great honor for the Exchange to receive three Shipper Compliance Awards from the SDDC," said the Exchange's Deputy Director of Logistics Col. Colice Powell. "A lot of hard work from a lot of different people goes into ensuring the right products arrive where they need to, when they need to. These awards recognize the commitment Exchange associates have for Soldiers, Airmen and their families."
Study: US retail sales hit $4.53 trillion in 2013; e-commerce at $264 billion

Total U.S. retail sales during 2013 reportedly reached $4.53 trillion, a 4.2 percent increase from $4.35 billion in 2012. According to new data from EMarketer, e-commerce sales of $263.3 billion, up 16.9 percent from $225.3 billion the prior year, helped drive overall retail sales growth.

March retail sales struggle to grow amid cool weather, later Easter

Family Dollar Stores Inc. plans to close about 370 underperforming stores , cut jobs and lower prices on 1,000 basic items on the heels of a disappointing second quarter. The retailer is also slowing its new store growth beginning in fiscal 2015 to bolster its return on investment. It now anticipates opening 350 to 400 new stores as opposed to approximately 525 stores in 2014.

Sheetz Looking to Expand Grocery Concept (Video)
Convenience store retailer Sheetz Inc. announced plans in March to open a "first-of-its-kind" grocery store location at University Place, a new student apartment and retail complex under construction at West Virginia University (WVU) in Morgantown, W.Va. Jones (NC-3) is calling for the Obama administration to exempt restaurants and other services provided to military personnel through exchanges and morale, welfare, and recreation (MWR) programs from recent changes to wage rates for federal contractors. In February, President Barack Obama bypassed Congress to sign an executive order that raised the minimum wage for federal contractors – including food service workers at military installations – causing many restaurants to determine that it is cost prohibitive to continue serving military personnel on base.
