Quiet before the votes:
ALA continues to work with the congressional staffers in preparation of key votes and conference discussions on the pending 2015 NDAA and the supporting appropriations bills. Yet to be resolved is the key difference in the funding levels between the House and Senate Bills. The House reached an agreement to restore all of DeCA funding with the exception of $100 million and the Senate has concluded at this point that there should be no reduction. We continue to work vigorously behind the scenes while these issues are debated.
We continue to monitor this issue and its application to ALA members. At this point we do not see any interruption to current access for ALA members. The policy is just being implemented at a handful of bases and feedback is sporadic.

Coalition and Valued Associates Advocacy and Actions...
The Reserve Officers Association hosted a Celebration of Life Memorial Service recently in memory of Captain Marshal Hanson, United States Navy (Retired). As the Director of Legislation and Military Policy for ROA, the Co-Chair for the National Military Veterans Alliance — of which ALA is a member — and as the Co-Chair for the Guard and Reserve Committee for The Military Coalition, Captain Hanson was a tireless advocate for America's Reservists. He also served as the representative for ROA, as a Coalition valued associate member.
CAPT Hanson and ROA have been strong advocates in support of military resale and the important benefit it provides our Reserve Forces and their families. In their statement before the
Military Compensation and Retirement Modernization Commission regarding quality of life benefits, ROA stated:
- Reserve Force members don't use QOL elements as much as the Armed Forces, as most are not located near military facilities, but access to these are symbolic toward parity. Historically, Reserve and National Guard members were given limited access to the commissaries and exchanges. Groups like the ROA worked hard to improve access, so that today, a Reserve force member can walk into either the exchange or commissary with a military ID and be a patron.
CAPT Hanson also testified before the Senate Armed Service Committee in May 2014 stating:
- While it is acknowledged that the Reserve Force uses the commissary less frequently than those within the Active duty culture, Reserve and Guard members are not indifferent. Access to the commissary is symbolic, as it was a parity issue only recently corrected. Many within the Reserve and Guard committee object to the removal of subsidies to the commissary because of the effect on junior serving members and families.
We know ROA will continue to lead the fight to protect Reserve families' critical earned benefits — including commissary and exchanges — but CAPT Hanson's steady hand at the helm will be sorely missed by those of us who knew him and by the countless Reserve families he fought to protect.

The Exchange: New executive leadership structure
The Exchange recently created a new executive leadership structure that both differentiates between levels of responsibilities and closely aligns with industry and federal agencies' best practices. This change resulted in the creation of five executive vice president positions at the tier II level. Generally, the difference between the levels speaks to the scope (global or regional) of the position, its complexity and reporting relationships.
To complete the executive organizational structure, the role of chief operating officer will be identified as president/chief operating officer. This change reflects the business nature of the role in executing organizational strategies and recognizes the distinguished service and valuable contributions of the position in driving business imperatives and strategies.
The chief logistics officer (formerly SVP of LG) and chief human resources officer positions were elevated from tier I to tier II effective July 19. Both positions have significant impact to our global business, meet the complexities required at the tier II level and align with the C-suite structure found in private industry which is conducive to driving Exchange global business strategies.

The National Retail Federation calculated retail industry (excluding autos and gasoline) employment increased by 27,000 jobs in July. NRF calculated that retail gained 232,000 jobs year-over-year.
