DoD 2015 Budget request for DeCA:
Well the other shoe fell last when DoD posted the budget request for commissaries and the supporting legislative language. Now the legislative request is not final yet as comments from various segments of DoD come in and are vetted but a few things are clear. The numbers are a reduction in funding for 2015 of $260 million for DeCA ... a reduction in 2016 of $600 million and a reduction in 2017 of $1 billion. The supporting legislation purports to make DeCA more business like but in effect here is what it does. First, it trashes every positive business relationship that has been established in support of commissaries for the last 150 years. It trashes the fragile but complimentary business model between commissaries and exchanges and it jeopardized key administration priorities in Joining Forces and the Healthy Base Initiative.
The assumptions behind what will result are bizarre at best and with no supporting analysis. They force an agency into a business model when they currently do not have the system to support it, the expertise to manage it or any analysis on the unintended consequences of an unsuccessful venture. They talk about marginal price increases with no modeling on the impacts of price elasticity, shopping patterns or lost savings to the patron. In the end the position is ... If they can make it work they will remain open ... If not they will close and the military can shop off base.
This is not DeCA's doing ... it came from the top of DoD and in this venture they clearly have abandoned the mission of DeCA to sell groceries at cost ... at this point we are not sure what the new mission is.

DoD budget: Expect big changes in 5-year spending priorities
Just before Maj. Gen. Jim Martin, the U.S. Air Force budget director, walked into the Pentagon briefing room on March 4, an aide slipped him a note. The paper said that if a reporter asked about the future of the service's Combat Rescue Helicopter program, say that Air Force Secretary Deborah Lee James just made the decision to keep the program alive. Thirty-four minutes into his briefing on the 2015 budget proposal, in which CRH wasn't mentioned, the question came.
A defense budget based on hope

How the Army plans to thin the ranks

Commissary officials are floating a proposal that could cause the cost of fresh fruits and vegetables to skyrocket in stores in Guam, Japan and South Korea. The Defense Commissary Agency’s request for proposals to the produce industry has caught the attention of Rep. Joe Wilson, R-S.C., chairman of the House Armed Services Committee's military personnel panel, who has fired off a letter to Joseph Jeu, DeCA director, asking him to delay the pending RFP and re-evaluate the available market research data.

Last week, Senators Mark R. Warner (D-VA) and Saxby Chambliss (R-GA) introduced the Military Commissary Sustainment Act to prohibit the reduction in commissary funding pending a comprehensive report from the nonpartisan Military Compensation and Retirement Modernization Commission due in February 2015. Randy Forbes (R-VA-04) introduced a companion House bill this week as well. On behalf of the Association of the United States Navy (AUSN), we applaud and support your bill S. 2075, the Military Commissary Sustainment Act, which would prohibit a reduction in funding for the defense commissary system in Fiscal Year 2015 (FY15) pending the report of the Military Compensation and Retirement Modernization Commission (MCRMC).
The FY15 President's Budget (PB) request details an amount of $1 billion in cuts to commissary services that would equate to a 70% reduction in annual subsidies for affected facilities. The 2013 Military Family Lifestyle Survey by Blue Star Families indicated recently that military commissary services were rated as the Department of Defense (DOD) program with the highest level of satisfaction among military families in the United States. Furthermore, the proposed cuts in the FY15 PB would be especially harmful to the servicemembers and military families who need commissary services the most, generally junior enlisted servicemembers. The senior enlisted leaders of each military branch recently testified on this effect this year whereby Sergeant Major of the Marine Corps (SgtMajMC) Michael Barrett stated, in regards to commissary's, "I personally think it's ridiculous that we're going after something that saves a young
Lance Corporal $4,500 a year."
S. 2075 prevents any further funding cuts until recommendations on military pay and benefits are made in
2015 in the final report by the MCRMC, which is tasked with finding efficiencies and cost saving recommendations to Congress with military compensation and benefits, including commissary’s. After over a decade of war, it is crucial that our servicemembers do not bear burden in their livelihoods for the recent calls in reductions in spending. Those who serve honorably rely on vital services such as commissaries, and it keeping them fully funded equates to the American people keeping their promise to provide for those who defended our nation.
Thank you for taking an active role in such an important issue to the military and Veteran communities and introducing legislation to protect our commissary's from any budget cuts until a thorough report by the MCRMC is released. US retailers say business picked up later in February
Sales at many major U.S. retailers rose in February, as shoppers ventured out later in the month after a dismal start when ice, cold and snow kept many of them at home. Report: Target post-holiday shopper penetration drops

Target's database breach in December 2013 not only affected the retailer's fourth quarter comparable store sales, but also contributed to plummeting shopper penetration post-holiday. Kantar Retail ShopperScape data indicates that just 33 percent of U.S. households reported shopping at Target or SuperTarget during January 2014, the lowest penetration number for Target in the past three years, and a 22 percent decrease in penetration compared to January 2013.
Amazon debuts an official mobile app for Amazon sellers
Amazon quietly launched a new mobile application designed for Amazon Sellers, the individuals and businesses who leverage Amazon's scale to reach the company's millions of shoppers by listing their products on Amazon's site. Amazon Seller, as the app is simply called, offers a suite of mobile tools that allow sellers to search and scan barcodes of items, check prices, sales ranking and reviews, list items, as well as communicate with customers.
PetSmart to open 70 stores

PetSmart plans to open some 70 net new stores, including approximately 50 of its standard prototypes, 20 micro stores and three PetsHotels, this year. News of the expansion comes in conjunction with the retailer's fourth quarter results.
Among 5,000 recent trips to convenience stores by adults, 78 percent of trips were made to chain stores, 17 percent to non-chain stores and 5 percent were unsure of store type.

Wal-Mart continues to extend its lead and again achieves its price leadership position over Target, in Kantar Retail's semi-annual pricing study. Target's overall grocery and consumables basket has been more expensive than Wal-Mart's since the study was performed in January 2011.
Wal-Mart flexing hybrid stores to bridge digital gap
To fully understand Wal-Mart's stepped-up expansion of its smaller, hybrid stores, U.S. CEO Bill Simon says, think of the new strategy as "the digital thinking of physical retail." Simon says the retailer is using its Neighborhood Market and Walmart Express formats to create a new kind of "fully tethered retailer," offering consumers all the possibilities of e-commerce with the convenience of a physical store, including such innovations as grocery delivery, drive-through grocery pickup, and storage lockers.

RadioShack to close up to 1,100 US stores

There will soon be about 1,100 fewer places to buy batteries. RadioShack recently said that it plans to close up to 1,100 stores, or about a fifth of its U.S. locations. The news came as the retailer reported a wider quarterly loss after a disappointing holiday season. Its stock tumbled 16 percent in afternoon trading.
Monday won't stop millions from celebrating St. Patrick's Day this year

Retailers hoping credit card changes will swipe away fraud

According to Verizon's 2013 Data Breach Investigation Report, 24 percent of data breaches happened in the retail industry. Although the percentage is relatively low, credit card giants Visa and MasterCard are pushing a major change in credit cards as we know it. Starting in October 2015, credit cards will make the switch from magnetic stripes to pin and chip technology also known as EMV. Instead of a machine reading a magnetic strip on a credit card, it will now read a tiny microchip within.
Good McMorning: More Americans turning to fast food for breakfast
For the fourth year running, fast food restaurants have seen business growing during the morning rush. Even as Americans cut back on dining out for lunch and dinner, new research found that restaurant visits for breakfast are on the rise. According to The NPD Group, a research company, there were more than 12.5 billion breakfast visits to U.S. restaurants in 2013, up three percent from the year before. Visits to "quick service" restaurants fast food were up even more, at four percent.

I believe Tess was at her finest giving the industry a positive picture. Tess reminded me of a battlefield commander directing from the floor and managing comments as fast as they could be delivered. NEX actually broke a record at the event when a new member that had joined the ALA only minutes prior asked Tess a question how they could sell their product to Navy families' and was on the way to NEX HQ's minutes after the session meeting with the responsible buyer. Melissa Johnson, welcome to a great team and thanks for joining us in Norfolk. Tess the audience got your message and will deliver.
Anita Roberson and Jennifer Ide without a doubt showed their strength of support and solidarity to our industry partners braving hazardous driving conditions and less than the best accommodation's to join us in Norfolk and demonstrated they would not stop at anything to get industry support in 2015 for their MCCS customers. The MCCS overview update was inspiring and while the Big Idea session had a few seats open the two of you ran the event as if the room were packed. I'm humbled and honored at the effort and delivery of your message to the Roundtable attendees.

Pat Nixon, and Steve Rossetti, you are on the tip of the spear with legislative and coalition efforts.I hope we can take the momentum to Richmond in May. Without you this mission would not have wings.
I will end by saying my life was changed on Friday during the Brian Birdwell presentation, Brian delivered a message to us that was inspiring, sad, and strong, all at the same time and he was honored to see all of you standing in the audience clapping, cheering, and yes, crying all at the same time, he is the customer we in this industry have supported and he is proud of his Exchange…and the Newspaper Headlines in the Virginian Pilot news paper Congressman Wilson held up was not a coincidence.
Thanks for joining us in Norfolk when it counted it would have been easier to stay behind and view the presentations from the comfort of your office next week. I spent much of Friday night and Saturday morning with many of you at the airport and your message was loud and clear and I agree this Team won't be broken in times of good or bad… So now you Know!

Plans underway to honor volunteers

April 6-13 is National Volunteer Week, a week about inspiring, recognizing and encouraging people to seek out imaginative ways to engage in their communities. National Volunteer Week is about taking action, encouraging individuals and their respective communities to be at the center of social change. All registered Fort Leonard Wood volunteers are encouraged to stop by any Family, and Morale, Welfare and Recreation facility or organization between 8 a.m. and 4 p.m. in March to register for a chance to win prizes. Drawings will be conducted daily during volunteer week.
Military's push to discourage tobacco use stumbles amid cheap cigarettes

Soldiers, sailors or airmen looking for the cheapest smokes need go no further than the retail exchanges on their own bases. A pack of Marlboro Reds averaged $5.49 at military retail exchanges last year — 84 cents less on average than what the Wal-Mart stores nearest to the bases were charging, a new national study finds.
Leaders' walk builds relationships
The Army is like a fortified fighting position; it has to be continually improved to provide the best protection and support for the troops. Likewise, it is each Soldier's responsibility to improve his own fighting position. Many people would agree that this philosophy is what makes the Army the greatest fighting force in the world. The Army trains Soldiers at every level to become leaders and improve the Army at every chance. Therefore, the Army is continually building a stronger fighting force.
