FMCSA Drug and Alcohol Clearinghouse registration

Last issue we reported on the new FMCSA requirement for registering for the federal Drug and Alcohol Clearinghouse. Since then we've worked closely with several members trying to get them set up. Lots of difficulties were encountered, because companies first need to register for an FMCSA Portal which can be glitchy.

To register for the FMCSA Portal, go here. This is the login page — if you have a username and password and can access this account, then you can continue with your Clearinghouse registration. If you don't know your username or password but think you may have an account, you can try to recover your username or password from this login page. If you need your username, click on the recover link and on the next page you can enter your email address — then if you do have an account, you'll be asked several security questions and then you can get your username after that. If you don't have an account, then after entering your email you'll get an error message. If after going through the above you determine that you don't have an FMCSA Portal account, then click on the setup a new account link from the login page, which will take to this page. Click on the "Company Employee or Associate" button and click next to go to this page. On this page enter the DOT number and then hit "lookup". If done correctly, you'll see the name of your company and the authorized person, and the rest of the form on the page populate, and you can assign various roles to your designated staff. Just select all the roles shown and add them to the next box to the right, then in the box for "Reason" just say you're the company administrator. If this takes, you can hit next where you'll be asked for contact information and to setup your new username and password (be sure to save these as you'll need them later!)

If you've successfully set up your FMCSA Portal, you're now ready to set up your Drug and Alcohol Clearinghouse registration. Go to here and click on the "Register" button. Then on the next page, click on the "Go to login.gov" button and you'll be asked to setup a username and password for the Clearinghouse (note this is not the same as the FMCSA Portal). If successful, you can go through the subsequent pages where you check the buttons for being the employer, and then the administrator of your company's Clearinghouse. Then you'll be asked for your FMCSA Portal, and if you have one or just set one up, you can click the yes button for that and hopefully this will allow you to proceed to the next pages of the Clearinghouse. Continue with the Clearinghouse, answering questions and providing contact information. At one point you can enter the drug and alcohol testing company you use. This will allow them to enter drug and alcohol test results on your behalf, into your Clearinghouse account. They can only do this if you give them permission. For example, Foley Services is listed as a registered testing provider. If you don't see your provider here, then you cannot enter them until they register, but you can always enter them at a later date.
