COPA reaffirms importance of general aviation to Canada's transportation system

The Canadian Owners and Pilots Association (COPA) has filed a response to the Transportation Review Act (Emmerson Report) reaffirming the importance of general aviation as a vital component of Canada's transportation infrastructure. In its comments, COPA points out that the Emmerson Report has made no mention of GA's multi-billion contribution to Canada's ability to provide a myriad of other crucial services, but instead only focused on the commercial and scheduled services carriers’ role. COPA President and CEO Bernard Gervais stressed that the report failed to recognize and exploit the existence and importance of general aviation in the assessment of Canada's transportation need.
Gervais goes on to let Transport Canada know that "for general aviation to continue to fulfill this vital role in Canada's transportation infrastructure, its special needs require to be acknowledged, formalized and satisfied. An aviation policy for Canada should include not only enabling legislation and support for commercial aviation but just as importantly also specifically and separately for general aviation. For regulators at all levels to benefit most, COPA offers to work collaboratively with all levels of government on matters affecting GA. Continued areas of concern for the GA sector include:
- The lack of a land use policy which will assure airports have a safe, obstacle free and neighbor-friendly operating environment.
- The frequent application on GA of regulations designed for commercial operators and the inability of regulators to distinguish regulations proportionate to the risk GA operations pose.
- The lack of an airports policy encouraging municipalities to define land areas where airports may be built, including privately funded aerodromes.
- Regulatory compliance costs which are not proportionate to the risks GA operations present.
- The lack of an Aviation Policy specifically addressing regulations from a GA perspective."

COPA members' satisfaction survey

COPA
What?
COPA will be conducting its COPA members' satisfaction survey this Fall.
The survey is to make sure that the association serves its members as best as possible, by collecting opinions, facts and figures to better understand who its members are.
The last COPA membership satisfaction surveys were carried out in 2007 and 2012, the plan is to follow up every five years to see what has changed and to get new information on what members think about COPA and aviation issues.

Ontario's Liberal government denies Opposition charges that it interfered with the witness list for a hearing into a plan to install at least six, 152-metre-high wind turbines near the Collingwood airport.
Progressive Conservative house leader Jim Wilson says the province decided at the last minute to call a witness from NAVCanada instead of an expert from Transport Canada at an Environmental Review Tribunal hearing.

The Operations Manager for Harv's Air in Steinbach says damage is estimated at $20,000 after one of their planes struck a deer a split second after landing.
Adam Penner says the student pilot claims he did not see the deer and in fact he didn't know why the Cessna 152 plane came to a stop until he climbed out of the plane and saw the deer. The animal did not survive.
Penner says the plane was travelling about 50 miles per hour at the time of impact.

Gabrielle Flowers, 16, strapped herself into the passenger seat of a Cessna 172 as it sat on the runway while veteran pilot Bob McDaniel explained that when he pushed the throttle forward and the aircraft reached 65 miles per hour she would flying for the first time in her life.
Five minutes later the Cahokia High School junior was not only enjoying the scenery from 800 feet, she was at the controls, guiding the aircraft past the Gateway Arch.

Transport Canada and a national hang-gliding association are hunting for a paraglider videotaped launching off the Dundas Peak and floating over houses and roads to land in a park.
Transport Canada says the man is in clear violation of regulations governing paragliders.
"That kind of activity, unless pre-approved, would definitely not be in compliance of the rules," said spokesperson Daniel Savoie. Officials could not find any evidence the flight was pre-approved, he added.

When he was three years old, Adam Hicks would lean out the sunroof of his father's car parked just outside the fence by Runway 25 at Ottawa airport and wave to the pilots as they waited to take off. Sometimes those pilots would slide open the side window of their cockpits and wave back.
"I thought that was the coolest thing ever," said Hicks, 22, one of the volunteer pilots at the Ottawa Flying Club's annual Fly Day fundraiser. "I've wanted to fly my whole life."

The second was taken a few days ago (Sept. 12, 2016) after we landed our airplane in Canada, the northern most country on the North American continent, and put the Canadian flag on our airplane."

A four-seat airplane powered by hydrogen fuel cells completed a first test flight this week in Germany, reaching milestones in both size and emissions-free technology. Researchers at the German aerospace center, the DLR, have been developing the HY4 model with a mission to prove that hydrogen can be a viable aviation fuel. The flight from Stuttgart Airport lasted for 10 minutes, with two pilots and two dummies on board, according to an Associated Press report.
