CPRS Board of Directors announces candidates for 2013 election to State Board
The CPRS Board of Directors is pleased to announce a full slate of candidates for positions on the State Board of Directors.
Vice President: Idris Al-Oboudi, City of Manhattan Beach; and Tim Barry, Livermore Area Recreation & Park District; and Adrian Reynosa, City of West Covina
Secretary/Treasurer: Ann Dunleavy, City of Benicia; and Henry Perezalonso, Town of Danville
Region 2 (Districts 4, 5, 6) Representative: Anna Bielecki, City of Gilroy; and Patricia Hall, City of San Jose
Region 4 (Districts 11, 13, 14) Representative: Tom Boecking, City of San Gabriel; and Michael Wright, City of Fontana
Candidates for the position of Council of Section Representative are Ashley Howe, Recreation Supervisors Section, City of Benicia; and Donna Legge, Administrators Section, Town of Windsor. The Council of Section Representative is elected solely by the Presidents of the Sections.
Electronic ballots for state officers and participating District and Section boards will be distributed by the end of January.

Judge denies bid for park Nativity displays

There's no room for the baby Jesus, the manger or the wise men this Christmas in a Santa Monica park following a judge's ruling against churches that tried to keep a 60-year Nativity tradition alive after atheists stole the show with anti-God messages. U.S. District Judge Audrey B. Collins rejected a motion from the Santa Monica Nativity Scenes Committee to allow the religious display this season while their lawsuit plays out against the city. Collins said the city was within its constitutional right to eliminate the exemption that had allowed the Nativity at the oceanfront Palisades Park because the change affected all comers — from Christians to Jews to atheists — and provided other avenues for public religious speech.

Uncertainty prevails on park tax vote

It ain't over until Kari Verjil says it is. That's the position Wildomar officials and the chief opponent are taking toward the fate of the city's park tax measure. Verjil, Riverside County's registrar of voters, released an updated vote count from the Nov. 6 election Tuesday night while announcing that 60,000 provisional ballots and 9,000 damaged ballots remain uncounted. The next update is scheduled for the evening of Nov. 23, but she has until Dec. 4 to certify the results.

A 2.4-mile trail in the Laguna de Santa Rosa opened to the public Friday, Nov. 16, giving hikers, cyclists and equestrians a new route through the unique landscape of Sonoma County's largest freshwater wetland. The Laguna de Santa Rosa Trail was dedicated at an afternoon ceremony with Sonoma County Supervisor Efren Carrillo, Santa Rosa Mayor Ernesto Olivares, Sebastopol Vice Mayor Michael Kyes, and parks and open space representatives.

Deadline looms for ADA compliance on pool lifts

Fewer than 75 days remain for aquatic facility operators to become compliant with provisions of the Americans with Disabilities Act regarding access to public pools and spas. Last May, the U.S. Department of Justice extended the deadline from March 15, 2012, to Jan. 31, 2013. For pools less than 300 linear feet in size, the ADA Standard for Accessible Design calls for one means of access, which must be either an ADA-compliant lift or a sloped entry.

In response to increased complaints and collisions on local trails, the National Park Service has teamed with the Concerned Off-Road Bicyclist Association to promote safe and courteous riding in the Santa Monica Mountains in Southern California. "We're thrilled that there is great demand for the public to enjoy the beauty and public health benefits of our extensive trail system," said Melanie Turner, law enforcement ranger and mountain bike unit coordinator with Santa Monica Mountains National Recreation Area.

Having a ball learning to be umpires

Major League Baseball operates the Urban Youth Academy in Los Angeles' Compton neighborhood, where attendees take classes in such subjects as the philosophy of the strike zone and home plate positioning. The officiating school is designed to prepare wannabe umpires for jobs with minor league teams and, eventually, the major league. During the past seven years, however, it's turned out to be even more valuable for local parks and recreation districts, Little League groups and other amateur sports organizations.

Responsibilities of contracted instructors during an emergency/disaster

Anna Bielecki, City of Gilroy, asks, "I am looking for any language in contracted instructor contracts/handbooks pertaining to responsibilities of contractors regarding students/participants during a disaster (earthquake, fire or flood in a building, etc.). As city employees, we are mandatory disaster service workers, but we are looking for anything in writing pertaining to contracted instructors obligations to participants in an emergency/disaster.

School use fees may increase in January 2013 - SB 1404 (Hancock) Civic Center Act
This bill expands the eligibility for reimbursement of costs associated with school grounds use by nonprofits, other local agencies and community organizations. Currently, the Civic Center Act authorizes reimbursement to schools for direct costs (lights, janitorial services, etc.). Under SB 1404, schools are now authorized to charge an amount for maintenance, repair, restoration and refurbishment, proportional to the use of the facility. Come January 2013, school boards will have the authority to charge your agency and other user groups enhanced fees for facility use.
Funding resource - a 'new' grant program - AB 1672 (Torres) Housing Related Parks Program (HRP)
Proposition 1C, passed in 2008, contains $200 million for local park improvements (HRP). This funding program was designed as an incentive to encourage the development of affordable housing. Since its inception, only $30 million has been awarded. With the signing of AB 1672, HRP funds can be used for acquisition, substantial rehabilitation and preservation of existing affordable units. The bill also provides some relief to cities and counties by allowing grants upon the issuance of housing permits instead of documentation of a "certificate of occupancy." If your city or county intends to approve permitting to develop new or modify existing low income housing units, CPRS encourages you to contact the California Housing and Community Development Department to learn how to apply.
NRPA offers PRORAGIS 'Lite'
PRORAGIS (Park and Recreation Operating Ratio and Geographic Information System) is a national searchable, online database whereby the user (public park and recreation department) fills in his or her agency's information and uses that data to generate a variety of reports for benchmarking, master planning, and/or strategic planning. Users have access to GIS mapping tools.
To gain more data, NRPA now offers PRORAGIS Lite, a slimmed down version of the Full PRORAGIS profile, which asks only questions that have been determined most common to all. NRPA members may submit data and access full reports at no cost. While nonmembers are welcome to submit their data, access to reports is limited. The reporting features are available nonmembers who wish to purchase access. Click here to learn more.
Local election results show strong support for parks, recreation and conservation
One of the most reliable indicators of the level of public support for parks and recreation can be measured by how strongly people show their support when it counts the most: when they vote. The good news in 2012 is that public support for local ballot measures and bond issues for parks and recreation was very high.
