Maine fighting Army National Guard reduction plan
MPBN News
The head of the Maine Army National Guard is speaking out in opposition to a Pentagon plan that would reduce the size of the Guard, in order to maintain more regular Army units. Maine Adjutant Gen. James Campbell has the support of Gov. Paul LePage. Maine, like other states, has two National Guard components: the Army Guard and the Air Force Guard. And the Pentagon treats them differently. The Army wants to reduce the Army National Guard in favor of more regular Army units, while the Air Force considers its Guard units as an integral part of its force structure.

Defense cuts threaten to split the GOP
Defense One
House Republicans’ internal budget negotiations are in their infancy, but the central challenge is already coming clear: Defense hawks are demanding that military spending gets relief from looming, mandatory spending cuts imposed by the sequester. But if party leaders decide to spend more on defense, it will mean cutting more elsewhere, setting off a fierce intraparty debate over which programs are gouged and which are spared.

Congress acts on veteran suicides
The New York Times
Republicans and Democrats in Congress have found something meaningful they can agree about: strengthening the nation’s response to the tragic wave of veteran suicides. By a 99-to-0 vote, the Senate approved a bill to improve suicide prevention and mental health treatment programs at the Department of Veterans Affairs. The measure, which cleared the House unanimously, is named for Clay Hunt, a Marine who battled depression and post-traumatic stress disorder when he returned from Iraq and Afghanistan, and took his own life in 2011.

Q&A: Rep. Mike Turner
Politico
Rep. Mike Turner is positioning the House Armed Services panel he chairs to be the one that really gets after sequestration, examining its impacts from every angle. This year, the Ohio Republican hopes his Tactical Air and Land Forces Subcommittee will spend less time dickering over the details of plagued Defense Department programs and focus more on the capabilities needed for the military to meet its worldwide missions that will hopefully translate to smarter acquisition decisions.

It's time for Washington to act on military pay, benefits reform
The Hill
The headline states the case with stark clarity: "The 20-Year Military Retirement System Needs Reform." The report, prepared by a government watchdog agency, argues that the existing military retirement system does a poor job of attracting and retaining the best quality personnel, and should be reformed to better reflect the force’s contemporary realities. Here’s the kicker: The report was issued in 1978 by the General Accounting Office (known today as the Government Accountability Office). Nearly four decades later, the problems outlined then have grown more acute and the need for reform more pressing.

It's time benefits caught up with America's new military
Foreign Policy
The report by the Military Compensation and Retirement Modernization Commission (known as MCRMC, and pronounced by those in the know as "Micermic") has thus far received a rather decent reception both on Capitol Hill and in the press. And rightly so. Our commission was both bipartisan and unanimous in its recommendations, no small feat in the current Washington environment and given the nature of the subject matter, writes Dov Zakheim.

Promises aren't made to be broken
Stars and Stripes
"It’s been said that our military has basically become a pension, benefit, health-care company that occasionally fights a war," Jason Grumet commented recently on C-SPAN, discussing the newly released report from the Military Compensation and Retirement Modernization Commission. It may have been said, but it’s inaccurate. In his comment, Grumet, president of the Bipartisan Policy Center, mangled a quote from combat veteran Arnold Punaro, now a defense consultant and advocate of military reform. What the retired general has said in various interviews is this: "If we allow the current trend to continue, we’re going to turn the Department of Defense into a benefits company that occasionally kills a terrorist."
