Thornberry to Unveil Acquisition Reform Bill

In an era of budget shortfalls, the return of sequestration, and a debate about modernizing military health care and retirement, House Armed Services Committee Chairman, Representative Mac Thornberry, R-TX, plans to unveil an acquisition reform bill. On March 22, Representative Thornberry plans to release the long-anticipated legislation at the Center for Strategic and International Studies. It comes after a two-year effort between Congressional staff and industry experts, to include acquisition policy wonks, supply chain security analysts and cyber security professionals who worked together to find solutions to curb the Pentagon's problems deploying programs that meet quality guidelines and that arrive on time and on budget. As Congressional leaders look for ways to trim spending, Representative Thornberry's legislation is timely. For example, it is rumored that the bill will cut through red tape and decrease the amount of paperwork required of program managers. Red tape and paperwork lead to increased spending on programs when the money could be used to train the force and increase pay. EANGUS will continue to monitor ongoing acquisition reform efforts and will support any recommendations aimed to curb unnecessary spending.

Honor America's Guard-Reserve Act of 2015

Sen. Boozman, R-Ark., Sen. Joe Donnelly, D-Ind., and representative Tim Walz, D-Minn., introduced bicameral, bipartisan legislation to amend U.S. Code to honor those who serve in the National Guard for 20 years, but do not meet current service requirements, to be considered veterans. The Honor America's Guard-Reserve Acts of 2015, H.R. 1384 and S. 743 can be found here and here. You can access the official press release located on Sen. Boozman's website here. EANGUS National office staff are very optimistic that The Honor America's Guard-Reserve Act of 2015 will pass both chambers of Congress and will be signed by the president. The National Office will continue to encourage members and interested parties to contact their Congressional delegation to encourage them to support this important legislation. Overseeing the success of the Honor America's Guard-Reserve Act of 2015 is one of EANGUS's biggest priorities.

New NCO rating system on target for a September launch
Army Times
A new NCO Evaluation Report that is sharply different from enlisted rating systems of the past is on track to launch in September following a massive service-wide train up that will begin in April. Barring any delays, the new NCOER will take effect Sept. 1 for sergeants and above in the Regular Army, Army National Guard and Army Reserve.

Sequestration will put American lives in danger, military chiefs warn

Military service chiefs recently warned that American lives will be at greater risk if lawmakers refuse to lift the sequestration cuts set to take full effect in fiscal 2016, reiterating concerns that top defense lawmakers say they already take seriously. But many say the message is getting to the wrong audience. While House Armed Services Committee members are on board with undoing the cuts, they say other members of Congress don’t understand the seriousness of the effects on national security and don’t see an urgent need to boost defense spending.

DOD's sequestration warnings fall flat in Congress

Pentagon planners have built a strong coalition among defense lawmakers against keeping sequestration spending caps on the military next year. But their firepower doesn't seem to stretch far past a small handful of Capitol Hill hearing rooms. On March 17, as the military service secretaries and chiefs railed against the dangers of sequestration to anxious House Armed Services Committee lawmakers, Republicans from the House Budget Committee unveiled their fiscal 2016 spending plans — which keep the caps in place.

Lawmaker: Removal of Apache helicopters from Guard 'devastating'

A member of the House Appropriations Committee recently said the panel needs to take action to ensure it does not regret allowing the active-duty Army to take Apache helicopters away from the National Guard. Rep. Steve Womack, R-Ark., said the Army's bid to swap more UH-60 Black Hawk missions for the AH-64 Apache attack helicopter is moving too quickly and more thought needs to go into it. Congress inserted language into the National Defense Authorization Act that postpones any significant change until after April 1, 2016.

Maine National Guard receives $32 million in federal funding for new Augusta HQ

The Maine National Guard has received $32 million in federal funding for a new headquarters in north Augusta that it may start building this summer. The 100,000-square-foot, two-story building, to be built on 43 undeveloped acres of land between Civic Center Drive and the Maine Veterans Memorial Cemetery, will be the headquarters for the Army and Air Guard in Maine.
