Pennsylvania National Guard
The Army National Guard has a new Command Sergeant Major. CSM Christopher Kepner, most recently the command sergeant major of the 28th Infantry Division headquartered in Harrisburg, Pennsylvania, assumes responsibility for the top noncommissioned officer position in all of the Army Guard. A regional manager for Schneider National, he succeeds CSM Brunk Conley of Oregon, who has been the Army Guard’s command sergeant major since September 26, 2012. CSM Kepner will be the 11th Command Sergeant Major of the Army National Guard and will report to and advise LTG Timothy Kadavy, Director Army National Guard.
After Four Wars
Command Sergeant Major Christopher Kepner, the top NCO of the 28th Infantry Division, is a big man with a big personality. On any duty weekend, 28th ID soldiers can expect to see Kepner anywhere — on a range, in a dining facility kitchen, in a motor pool, or walking into an administrative section office. He strides faster than everyone one around him. It’s usual to see him striding down a hallway with a soldier breaking into a trot to keep up. And just as usual to see this marathon runner with a Ranger Tab stop in mid stride to correct a deficiency or encourage a soldier doing a good job.
Air National Guard Public Affairs via DVIDS
The director of the Air National Guard welcomed the ANG’s twelfth command chief master sergeant during a ceremony here June 2.
Chief Master Sgt. Ronald C. Anderson stepped into his new role as the Guard’s top enlisted leader, taking over from Chief Master Sgt. James W. Hotaling, who retired in May.
"The words escape me to express the gratitude I have," said Anderson. "I’m excited about what the future brings, not only for our command team, but also for our Air National Guard. Thank you for this incredible opportunity."
As the US Senate debates its annual defense policy bill, the White House weighed in to issue a veto threat on Tuesday that targets the bill’s marquee proposals for defense acquisition reform and Pentagon reorganization.
The 2017 National Defense Authorization Act, overwhelmingly approved by the Senate Armed Services Committee last month, would authorize $602 billion in 2017 base defense and war spending. The White House already issued a veto threat against the House version of the bill over its treatment of overseas contingency operations (OCO) funds, while the Senate bill sidestepped that criticism by hewing to the president’s requested top-line.
The only way to entirely eliminate taxpayer funding for commissaries is to shut them all down, according to Pentagon officials who have explored a number of alternatives.
But that's not an option, nor is drastically increasing prices, Pentagon officials said in a report to Congress: "Either action would significantly reduce the benefit available to commissary patrons, and would adversely impact the customer base of the military exchange system, reducing the availability of dividends for morale, welfare, and recreation activities as well."
Senators moved June 7 to stall an effort to privatize commissaries.
In a 70-28 vote, senators voted to defeat a proposal by the Senate Armed Services Committee to conduct privatization pilot programs at commissaries at five major installations, similar to what that committee proposed last year.
Worried by Sen. John McCain’s efforts to slash the general officer corps, abolish Frank Kendall’s job and restrict the size of the National Security Council, the White House today threatened to veto the Senate defense policy bill.
Accusing the Senate Armed Services Committee of trying "to micromanage DOD" by taking those and other measures, the Office of Management and Budget statement says that senior officials would recommend President Obama veto the bill. Much of the criticism is aimed straight at the acquisition changes McCain is pushing hard.
The Defense Department has begun to educate military leaders, rank-and-file service members and their families about the coming changes to its retirement plan, a months-long effort to provide personnel with enough financial literacy to confidently, competently navigate this new "blended" system.
The first of four programs, unveiled June 1 at the Pentagon, is called the "Leader Course." It’s available to anyone and doesn’t require access with a Common Access Card.
Senate Majority Leader Mitch McConnell warned senators that they'll pass an annual defense policy bill this week — even if it requires a rare Friday session.
"I would encourage my colleagues to put aside partisan politics and work together to bring this [National Defense Authorization Act] across the finish line this week. We may pass the bill on Friday. We may pass it sooner, but we'll pass it this week," the Kentucky Republican said June 6.
Real Clear Politics
Congress returns this week from a Memorial Day break with several high-profile issues left unresolved and a short calendar to finish them before breaking for the summer.
Lawmakers have not reached an agreement on funding to combat the threat from the Zika virus or on how to address Puerto Rico’s debt crisis ahead of a critical payment soon to come due. They also have a nearly full slate of appropriations bills to fund the federal government.
Dear Friends and Supporters of the Army,
As you are all aware, the Army will celebrate its 241st birthday on June 14. In addition to this year's theme: "The American Soldier — Always Ready Always Leading," we've also added a campaign titled #EarnYourCake. This is a Secretary of the Army effort meant to tie the Army's #1 priority: "Readiness" to Physical Fitness in support of the 241st Army Birthday. The campaign will be pushed primarily through social media but to traditional media interested as well. Please find the attached communication plan for #EarnYourCake for your planning purposes.
The intent is for you to incorporate and amplify the #EarnYourCake hashtag in your planned events and encourage your audience to record and upload a 15-30 second workout clip to their own social media page and share with the Army's Twitter, Facebook and Instagram pages via #EarnYourCake, #ArmyBDay and @USArmy and on other online site to further the campaign. The workout can be any physical fitness activity the participant chooses to do as part of a healthy lifestyle and to ensure and emphasize readiness while recognizing the Army's 241st birthday.
Audience : Soldiers, Civilians, Families, Friends of the Army, VSO/MSOs, fitness enthusiasts, celebrities etc.
The campaign kicks off with an Army Senior Leaders posting their #EarnYourCake video clip while wishing the Army a happy birthday and calling on the audience to do the same.
Please push this effort through all available social media channels and feel free to contact the OCPA Community Relations Division POC, MAJ Audrey Gboney-Leon at firstname.lastname@example.org with your questions. Thank you for your support.
