EANGUS pens survivor benefits letter with NGAUS, ROA, and AFA
EANGUS
EANGUS co-signs letter with the National Guard Association, Reserve Officers Association, and the Air Force Association to support increase in survivor benefits for Guard and Reserves families. In light of the tragic helicopter crash in Florida this spring, the four organizations organized to support legislative language in the Senate to provide equal benefits under the Survivor Benefit Plan for families of Reserve Component Members who die in the line of duty while performing inactive-duty training. The signees thank Senator Ted Cruz (R-TX) for submitting Senate Amendment 1723 to the National Defense Authorization Act and for understanding that, "the families of Reserve Component members have been placed at a disadvantage, simply because of the classification of their loved ones’ mission orders". On Monday, June 8, the EANGUS National Office distributed Legislative Alert: 2015-06 to ask for support for Senate Amendment 1723 and other Guard and Reserves-centric measures.

Senate Adds Veteran Status to NDAA

This week, the Senate adopted an amendment offered by Senator Boozman (R-AR) to the Fiscal Year 2016 National Defense Authorization Act to grant Veteran Status to thousands of former members of the National Guard. EANGUS has fought hard for many years to change the definition of Veteran to include members of the National Guard who serve 20 years but not 180 consecutive days in active duty. Though the House of Representatives had passed similar legislation in years past, this is the first time the provision has passed the Senate. The House of Representatives-passed NDAA includes companion language, so the Boozman amendment will not need to be conferenced and cannot be excluded in the final bill.

DoD sends blended military retirement proposal to Congress

A Defense Department proposal submitted to Congress June 10 would create what Pentagon officials called a "blended defined benefit and defined contribution" military retirement system. Pentagon spokesman Army Col. Steve Warren told reporters that the proposal includes elements the department believes are necessary to promote retention, to maintain the all-volunteer force, and to protect service members who retire due to disability.

Commentary: Guard is interchangeable with active duty

My association with the National Guard has passed the half-century mark, but there is still much about this wonderful organization for me to learn. In fact, just recently, I learned that one of the bedrock principles of the Guard I've believed since first pulling on a pair of combat boots is wrong. The Army National Guard, I was surprised to learn, is not interchangeable with the active-component Army. Nor was it ever meant to be. This was a shock, but there it was in written testimony submitted to the National Commission on the Future of the Army by Army Secretary John McHugh and Gen. Ray Odierno, the service's chief of staff.

Army Secretary McHugh plans to leave job by November
Defense News
Army Secretary John McHugh plans to leave his post as the service's top civilian by November, according to an email sent June 8 to Army Times by the Army's chief of public affairs. "Secretary McHugh has been a tremendous public servant for decades, and he has helped lead the Army through a period of challenge and change," said Defense Secretary Ash Carter in a release recently.

Sources: Fanning leading Army secretary candidate

Eric Fanning, currently chief of staff to U.S. Defense Secretary Ash Carter, is the leading candidate to replace John McHugh as the next Army secretary, sources said. McHugh, who has been in the post since 2009, announced today he will be leaving office no later than Nov. 1. "No selection has been made," said Pentagon spokesman Brent Colburn. "This will be a presidential decision."

Reports: Army.mil hacked, pro-Assad group takes credit

The Army took down its homepage June 8 after the site was hacked, the Army confirmed, with a group loyal to the Syrian government claiming responsibility. "Today an element of the Army.mil service provider's content was compromised," Brig. Gen. Malcolm Frost, chief of Army public affairs, said in a statement. "After this came to our attention, the Army took appropriate preventive measures to ensure there was no breach of Army data by taking down the website temporarily."

House panel uses war funds to skirt budget limits

A GOP-controlled House panel recently approved using $37 billion in unrequested war money to match President Barack Obama’s 7 percent budget boost for the military. The move came over the opposition of Democrats and the White House, who argue that domestic programs deserve equal treatment. The Appropriations Committee action came as it approved a $579 billion Pentagon spending bill that would fund a 2.3 percent pay increase for the military and add new money to boost air reconnaissance.

Intel panel sends spy policy bill to House floor

The House Intelligence Committee unanimously passed the fiscal 2016 Intelligence Authorization Act on June 4, sending the policy bill to the chamber floor. The markup of the legislation occurred behind closed doors, but the bill passed through a voice vote without opposition, despite some reservations from Democrats.

On April 15, Guard Your Health launched FitText, a text messaging initiative centered on maximizing physical training (PT), preparing for the Army Physical Fitness Test (APFT), and increasing overall fitness among Army National Guard (ARNG) Soldiers and their families.

Guard Your Health, a campaign out of the Army National Guard Chief Surgeon’s Office, provides ARNG Soldiers and family members with the information, motivation, and support they need to overcome challenges and make healthy decisions for themselves, their units, and their families. The campaign supports the Chief Surgeon’s greater efforts to build a fit, medically ready, resilient Citizen-Soldier force, which includes increasing APFT passing rates across all units.
