The National Guard Bureau's incoming chief warned senators this week about the department’s end strength, calling it "
"high risk" and suggesting that expected cuts in coming years could present significant national security challenges. Lt. Gen Joseph Lengyel, who currently serves as the National Guard's vice chief, told members of the Senate Armed Services Committee recently that the 342,000 Army National Guard members and the 105,500 Air National Guard personnel are barely enough to cover potential demand on the force.
Members of the U.S. House of Representatives and Senate are gearing up to reconcile their versions of the defense spending bill, formally known as the National Defense Authorization Act. Major differences include funding levels as well as the Senate’s requirement that women sign up for the draft.
The draft provision, which appeared in the Senate’s markup of the bill but not the House’s version passed in May, has come under fire from some of the more conservative lawmakers.
For the second year in a row, President Barack Obama is poised to veto Congress's annual defense legislation. For the second year in row, he's justified in doing so. While the congressional approach has several problems — including a ban on transferring prisoners from Guantanamo Bay — one of the most egregious is a budgetary gimmick: The spending package approved by the House on June 11 effectively raids the military's emergency war fund to pay for normal Pentagon operations.
Only three weeks of work remain for Congress before a lengthy election-year summer break begins next month, and only the Senate is in town conducting business this week.
On Tuesday, the Senate Armed Services Committee invited retired Gen. Stanley McChrystal, the former head of U.S. forces in Afghanistan, to testify about ways to streamline and improve strategic thinking into Defense Department operations.

Defense Secretary Ashton Carter and British Defense Minister Michael Fallon discussed the potential national security fallout from the United Kingdom’s vote to separate from the European Union, hours after the polls closed in the nonbinding referendum.
Carter re-emphasized that Washington and London "will always enjoy a special relationship reflected in our close defense ties, which remain a bedrock of U.S. security and foreign policy" during the call, Pentagon press secretary Peter Cook said June 24.

Retiring Air Force Chief of Staff Gen. Mark A. Welsh III always remembered that people are what make the U.S. Air Force the best in the world, Defense Secretary Ash Carter said today.
Welsh ended more than 40 years of Air Force service during a ceremony at Joint Base Andrews, Maryland, where he handed over command of the service to Air Force Gen. David L. Goldfein.
Carter used the Air Force Memorial as a touchstone to explain what people need to know about Welsh. The monument overlooks the Pentagon and Arlington National Cemetery.

The Senate Armed Services Committee (SASC) recently proposed a 25 percent reduction across the board for general officers. The bill would cut the number of four star officers from 41 to 27, representing one of the largest reductions in modern history.
A summary of the committee’s bill states the drawdown in general officers also applies at the three, two, and one-star levels. The majority staff reasons, "Over the past 30 years, the end-strength of the joint force has decreased 38 percent, but the ratio of four-star officers to the overall force has increased by 65 percent."
The Defense Department and the services may -- or may not -- tell the public when U.S. troops have been wounded or injured in Iraq and Syria but will "typically" tell the families, unless the service member decides against it, Pentagon spokesmen said.
The issue of notifications on wounded and injured troops has been a main topic at Pentagon press briefings in recent weeks after the DoD took two different tacks on reports of wounded troops in Iraq and Syria, although Defense Secretary Ashton Carter insisted that the policy was consistent.
Among the windswept pine trees of Joint Base Cape Cod, 14 Soldiers battled it out in the 2016 Army National Guard Best Warrior Competition to earn the title of Army Guard Soldier and Noncommissioned Officer of the Year.
At the end of the competition, Army Sgt. Calvin Koziol, an infantryman with the Nebraska Army National Guard's C Company (Long Range Surveillance), 1st Squadron, 134th Cavalry Regiment, was named Soldier of the Year while Army Staff Sgt. Dirk Omerzo, an instructor with the Pennsylvania Army National Guard's 3rd Battalion, 166th Regiment (Regional Training Institute), was named the NCO of the Year.

The Pentagon plans to announce the repeal of its ban on transgender service members July 1, a controversial decision that would end nearly a year of internal wrangling among the services on how to allow those troops to serve openly, according to Defense officials.
Top personnel officials plan to meet as early as Monday to finalize details of the plan, and Deputy Defense Secretary Bob Work could sign off on it by Wednesday, according to a Defense official familiar with the timetable but who spoke on condition of anonymity because officials were not authorized to speak publicly about it. Final approval would come from Defense Secretary Ash Carter, and the announcement will be on the eve of the Fourth of July weekend.

It is important to call and remain in contact with your regional contractor. Your regional contractor will have the most up-to-date list of providers and know which of those providers have wait lists. If you contact a specialty care provider directly, you could be on a wait list instead of getting the care you or a family member needs.
If you have a new baby or have adopted a child, take the necessary steps to give your child access to health care when they need it.
Step one; register your child, newborn or adoptee, in the Defense Enrollment Eligibility Reporting System (DEERS). You don’t have to wait the 2-6 months it may take for a formal state department birth certificate. Step two; enroll your child in Prime if you decide Prime is best for your family. You must take an additional step to enroll your child, it is not automatic.
