National Defense Authorization Act
The House of Representatives will adjourn this week and the U.S. Senate will follow suit next week. Both chambers will break for August Recess without finalizing the FY16 NDAA. House and Senate Conferees could not agree to legislative provisions pertaining to plans to close GITMO, funding DOD using one-year, Overseas Contingency Operations (OCO) funds, and retirement modernization. The earliest the NDAA could pass it is September, once Congress returns to DC. However, EANGUS is prepared for the NDAA fight to continue into the fall. It is increasingly likely that Congress will pass a three-month Continuing Resolution (CR) to fund Federal Agencies from October 1 to the end of the calendar year. It’s seems probable that the NDAA could be absorbed into the Appropriations/CR fight that will take place this fall. Keep checking back with EANGUS for more information.

As National Guard shrinks, Maryland soldiers face difficult decisions

One by one, the troops leaped out of the twin-rotor Chinook helicopter, filling the sky over Western Maryland. Each released an expansive silver parachute and glided down to the drop zone.
It was the final training jump for the soldiers from the 1st Squadron of the 158th Cavalry Regiment of the Maryland National Guard. The squadron, which draws members from throughout the country, is scheduled to be eliminated in coming months.
Defense bill at an impasse, but a solution is within reach
The chairmen of the House and Senate Armed Services Committees have focused this year's 2016 defense policy bill on reform. The National Defense Authorization Act has passed both the House and Senate with a variety of positive changes that set the force on a better path for the future.
National Commission on the Future of the Army conducts Fort Campbell site visit
National Commission on the Future of the Army via Fort Campbell Courier
Two commissioners from the National Commission on the Future of the Army spent July 27 at Fort Campbell as part of their congressionally mandated mission.
The NCFA, made up of eight commissioners appointed by Congress and the President, has been charged with examining the structure of the Army and issues related to its size and force mix. The Commission will make recommendations to the Congress and President on how to modify the Army’s structure based on anticipated mission requirements, acceptable levels of risk, and anticipated resources.
Conservative congressman seeks to remove John Boehner from Speaker's chair
A conservative Republican who was disciplined earlier this year by House Speaker John Boehner is pushing a largely symbolic effort to strip the Ohio Republican of his position.
Rep. Mark Meadows of North Carolina on July 28 filed a resolution to vacate the chair, an initial procedural step. The proposal was referred to a committee stocked with leadership loyalists, and it is unlikely to emerge. The move, however, reflected the discontent among the more conservative wing of the House GOP, whose members have been frustrated with leaders’ willingness to compromise on some legislation.
Sen. Roger Wicker questions Army chief about Apache helicopter transfers
U.S. Senator Roger Wicker, R-Miss., recently questioned Gen. Mark Milley, nominee to be Chief of Staff of the U.S. Army, about reports that the Army intends to implement the Aviation Restructure Initiative as early as Oct. 1. The plan would begin the transfer of Apache helicopters from the National Guard to the Army before the National Commission on the Future of the Army completes its recommendations on combat aviation assets, future missions and force mix.
The Pentagon wants armed citizens to stop standing outside of recruiting centers

The Department of Defense is asking armed citizens to stop standing outside of military recruiting centers, USA Today reported July 24.
"We take the safety of our service members, our DoD civilians, and the families who support them very seriously, and Secretary of Defense Ash Carter is currently reviewing recommendations from the services for making our installations and facilities safer — including our recruiting stations," Pentagon Press Secretary Peter Cook said in a statement.
Former commander: Don't use National Guard as strike breakers

A former top commander of the Illinois National Guard voiced concern July 27 about a possible plan to use soldiers to help operate state government if there is a labor strike.
State Rep. David Harris, an Arlington Heights Republican who served as adjutant general from 1999 to 2003, said he would advise Gov. Bruce Rauner against such a move.
Command's goal is keeping soldiers in boots after active-duty service
U.S. Army Human Resources Command is paving the way for soldiers to move from active duty to the Army Reserve and National Guard in a deliberate transition that works for the individual service member while retaining skilled personnel and racking up significant savings for the Army.
"We are focused on the continuum of service," said HRC Reserve Component Transition Branch chief Maj. Christopher Hill. "We preserve the human capital. If you look at what it costs to actually train a Soldier to go through basic training, it is roughly $75,000. The cost savings is a preservation of the Army’s investment."

During his five-day trip to the Middle East, U.S. Secretary of Defense Ash Carter made an unannounced stop in Baghdad July 23 and Erbil July 24.
The visit, Carter’s first visit to Iraq since becoming the 25th secretary of defense, allowed him to meet with senior leaders and the service members assigned to Combined Joint Task Force — Operation Inherent Resolve.
Like father, like daughter: New York Army Guard pilots fly together
Warrant Officer Meghan Polis, a UH-60 pilot in the New York Army National Guard, doesn’t remember it, but she logged her first three hours of helicopter flight time when she was just 3 months old.
Her father, New York Army National Guard Chief Warrant Officer 3 Stephen Polis, and her mother were going to a barbecue in Albany. They lived on Long Island, and they decided to make the trip north by air instead of driving.

The National Guard Soldier and Airmen Relief Fund was created many years ago through a generous grant from a corporate partner. Over time, this fund has supported National Guard members faster than we have replenished the funds. As a result, we have had to temporarily suspend the program and focus on rebuilding the reserves.
