New military pay tables, performance bonuses in play
Military Times
The ambitious effort to overhaul the military personnel system that is underway inside the Pentagon could lead to huge changes in the way troops are paid, including the creation of unique pay tables for high-demand career fields and new cash bonuses for high-performing troops, according to several defense officials. The reform effort is nearing its final phase as top defense officials in early August began distributing draft copies of a massive report to the four services for their review, several defense officials told Military Times.

Navy triples maternity leave for sailors, starting now

New moms are now eligible for up to 18 weeks of postpartum maternity leave, a policy change that took effect Aug. 5. That number includes the six weeks that had already been available immediately after giving birth, according to a service-wide message released recently, and adds up to 12 weeks of "Additional Maternity Leave" that a new mom can take within the first year of her child's life.

Co-pay deliberations stall defense bill

Disagreements between federal lawmakers about TRICARE co-payments have delayed the passage of the 2016 National Defense Authorization Act. In support of Pentagon budget recommendations calling for increased co-payments for TRICARE for Life, a military health care program for retired veterans, the Senate draft of the 2016 NDAA included co-pay hikes for brand-name and nonformulary medications. The House of Representatives, however, opposed these increases.

McCain: Veterans could seek private health care with VA insurance

Sen. John McCain, R-Ariz., has introduced legislation that would offer all U.S. military veterans the ability to seek private health care paid for by the Department of Veterans Affairs. Opponents worry the bill is a path to privatization of care. McCain's bill, the Permanent VA Choice Card Act, would make permanent a three-year pilot program that was put into place in 2014 via another McCain-sponsored bill, the Veterans Access, Choice, Accountability and Transparency Act.

Defense secretary calls for review of security policies

Secretary of Defense Ash Carter has reminded the military service chiefs that Defense Department policy does allow some military personnel to be armed while working at recruiting centers and ROTC offices. Carter directed the military branches Aug. 6 to review security policies — including adding armed personnel — in the wake of the July 16 attacks at a Navy-Marine reserve center in Chattanooga that killed four Marines and a sailor.

Service members scaling back summer vacations, First Command reports

Sequestration and economic worries are prodding America’s career military families to scale back their rest and relaxation plans again this summer. The First Command Financial Behaviors Index reveals that 47 percent of middle-class military families (commissioned officers and senior NCOs in pay grades E-6 and above with household incomes of at least $50,000) expect to spend less money this year on summer vacations, continuing a frugal trend that emerged during the economic downturn and has continued with widespread concerns over defense downsizing. Just 22 percent say they will spend more money this year.

Pentagon takes steps to bolster Silicon Valley ties

A new initiative between the Pentagon and Silicon Valley is taking shape in Pleasanton, California, as officials announced that a top defense official and a former Navy SEAL would lead a new organization intended to bridge a gap between high-tech innovation and the military. Under Defense Secretary Ash Carter, the Pentagon has been looking for ways to partner with technology firms in Silicon Valley as a way to improve the Pentagon’s own ability to innovate.
