Paul B. Mohler Named Recipient of the Paul E. Nordstrom Service Award
The Energy Bar Association and the Charitable Foundation of the EBA are pleased to announce Paul B. Mohler is named recipient of the 2014 Paul E. Nordstrom Service Award. Paul B. Mohler is a former Economist, Public Utilities Specialist, and occasional expert witness. For the past 20 years, he has practiced Energy law, mostly relating to matters at the Federal Energy Regulatory Commission or in U.S. Courts of Appeals. Paul has been an active member of the Energy Bar Association for many years serving on and chairing multiple Energy Bar Association and Charitable Foundation committees, including service on both Boards of Directors. Paul was President of the Charitable Foundation from 2006-2007. Paul will be presented with the Paul E. Nordstrom Service Award during the CFEBA Gala on Tuesday November 4th. Exxon Mobil votes with feet to stay in EU as energy laws loom
Exxon Mobil is pouring $1 billion into a refinery in the European Union, setting aside concerns ranging from poor margins to EU green energy rules due to be agreed soon that will cut demand for oil. The company, which believes all its oil and gas reserves will be ultimately be needed to meet future demand, despite efforts to curb climate change, says the Antwerp, Belgium, refinery upgrade is one of its highly strategic long-term investments.
Energy regulator investigating polar vortex impact on grid
The top energy regulator for the U.S. is in the early stages of investigating the impacts of last year’s harsh winter on the nation’s electric grid. The Federal Energy Regulatory Commission said on Oct. 16 that it has started three investigations into the polar vortex, credited for the record cold last winter, and weather-related outages that left certain regions of the U.S. dark. The FERC said "lessons learned from the polar vortex" will help prepare utilities and the grid for the coming winter.
Energy Department moves forward with fossil fuel phaseout for buildings
The Energy Department is moving forward with a long-delayed rule that would require new and renovated federal buildings to completely phase out the use of fossil fuels by 2030, a proposal that critics have said would be impossible to implement. A supplemental proposal, made public by the department Oct. 10, comes after legislation that would have blocked the rule from taking effect and increased efficiency requirements for federal buildings stalled in the Senate this year.
Commentary: Lift oil export ban before 'day of reckoning'
Four decades have passed since the oil crisis of 1973, when OPEC's embargo generated long gas lines and high tensions here in the U.S. In response to this predicament, Congress enacted the Energy Policy and Conservation Act of 1975, which made it illegal to export U.S. crude oil except in certain limited circumstances. In contrast, the export of gasoline and other refined petroleum products remained perfectly legal and has remained that way ever since. Today, gasoline and other refined product exports have increased by over 200 percent since 2000, to more than 2.7 million barrels per day. Unfortunately, crude oil still remains on the sidelines, despite robust growth in our domestic supply.

How an Idea Becomes an Energy Law Journal Article
Have you thought about writing an article for the ELJ? Here’s all you need to know: The Energy Law Journal welcomes articles and other materials on emerging issues and significant developments affecting the energy industries. All manuscripts should be of substantial length and deal with aspects of energy law or policy that are of interest to the legal profession and energy professionals. Articles can be of varying length and should provide a full consideration of the issues and opposing viewpoints. The Journal welcomes articles and comments by members of the Association, as well as non-members. Submissions should contain a synopsis, table of contents, and brief biographical statement about the author(s). Style and form of citations must be in conformity with the "Blue Book" and the Journal’s Style Manual.
