Charles Gray Named Recipient of the EBA State Regulatory Practitioner Award
The Energy Bar Association is pleased to announce Charles Gray is named recipient of the 2014 State Regulatory Practitioner Award. The award recognizes innovation and superior advocacy by members of the state utility regulatory bar. Charles Gray, Executive Director of the National Association of Regulatory Utility Commissioners (NARUC) since the mid-1999, has worked tirelessly in promoting effective state and federal energy regulations. In his role as Executive Director, Gray is responsible for the overall management and day-to-day operation of NARUC’s Washington office. Gray works with NARUC leadership, including the Executive Committee and Board of Directors, to develop and implement the Association’s policy and business plan. He has represented the Association in various proceedings before the Federal Energy Regulatory Commission and Federal Courts of Law.
Gray started at the Association in 1979 as Deputy Assistant General Counsel. In 1981, he was promoted to Assistant General Counsel and in 1996, before being named Executive Director, he was tapped as the Association’s General Counsel. Gray received his Bachelor’s Degree from Williams College, Williamstown, Mass., in 1973. From there he received his J.D. from Cornell University School of Law, Ithaca, NY, in 1977. He is a member of the District of Columbia Bar as well as the bars of numerous U.S. Courts of Appeals. Gray will be presented with the EBA State Regulatory Practitioner Award on Tuesday November 4, 2014 during EBA’s Mid-Year Meeting & Conference. Former EPA leader: 'Irresponsible' for US to halt nuclear power
Former Environmental Protection Agency chief Carol Browner said it would be “irresponsible” for the U.S. to take nuclear power off the table if it is serious about tackling climate change. Speaking at a Washington event hosted by The Hill and Nuclear Matters, Browner called herself a "lifelong environmentalist" who now supports nuclear energy.
EU leaders adopt 'flexible' energy and climate targets for 2030
European Union leaders recently committed to reduce greenhouse gas emissions by at least 40 percent, and increase energy efficiency and renewables by at least 27 percent by 2030. French President François Hollande said the deal would send a clear message to big polluters such as China and the United States ahead of UN talks in Paris next year to agree global legally binding greenhouse gas emissions.
Appeals court grants FERC stay on Order 745
The U.S. Court of Appeals for the District of Columbia Circuit recently granted FERC's request for a stay on the decision that vacated Order 745. The commission sought the appeal so it could take more time to consider a path forward. The stay will be in effect until Dec. 16, unless the Solicitor General and the commission file a petition for writ of certiorari for a Supreme Court review of the case. If that happens, the stay would be extended until the Supreme Court renders its final decision.
FERC highlights New England gas markets as winter approaches
A Federal Energy Regulatory Commission study is warning that infrastructure constraints in New England could send the region’s natural gas prices soaring this winter from recent lows to among the highest in the world for a second year. The commission’s Energy Market Assessment, delivered recently, noted that while forecasters didn’t expect the coming winter to be as severe as last year’s, there is a risk for a colder-than-normal season.

Carbon Capture and Sequestration: Where Does this "Green" Technology Fit in the New Electric Generation Sector?
On November 19, 2014 the EBA International Energy Law & Transactions Committee is planning to hold a panel discussion. Panelists will examine what is CCS; what is its relationship to climate change concerns; what is the state of the technology today and what are the key R&D or commercial-scale demonstration projects in the US and around the world; whether it can serve in Europe to help ease the dependency on Russian natural gas; what are the regulatory structures CCS projects must work within today; what are the challenges CCS is facing; how does enhanced oil recovery contribute to the viability of CCS projects; and how the approaching EPA regulations on carbon dioxide emissions in electric generation are proposing to treat CCS.
