IAEM has announced a change in presenter for its Thursday Learning Webinar Series, “Budgeting for Disasters: Challenges and Innovative Practices in Times of Uncertainty,” scheduled for Jan. 17, 2019, 1:00-2:00 p.m. EST. Colin Foard is an associate manager with the Fiscal Federalism Initiative at the Pew Charitable Trusts. The project examines fiscal and policy relationships between the federal government and the states. Colin helps lead the team’s work on natural disaster spending through stakeholder outreach and research design and implementation. To better understand how states budget for disasters, Pew catalogued states’ strategies to make funding available when needed ─ such as statewide reserve funds ─ and will share its research highlights during the webinar. Panel members representing state and local government will discuss actions their jurisdictions have taken to manage the volatility of, and the increase in, costs through innovative budgeting practices. Audience members will be encouraged to share best practices as well as recent actions taken in their own jurisdictions. Register online.

2018 was a special year for emergency managers in Canada. Emergency Management had its fair share of challenges that were significantly mitigated and responded to by IAEM members across the country. From massive wildfires and floods, to mass casualties and evacuations our members reached deep into their hearts to respond accordingly. 2018 also saw the inaugural IAEM Canada Conference in Calgary, Alberta, attended by all levels of government and all sectors of critical infrastructure, which included two days of workshops and two days of global keynote speakers. And last but not least, with the leadership of our members, IAEM-Canada was able to establish the new Atlantic and Prairie Regions so that practitioners may continue to share expertise and experience across their local networks.

Individual, Affiliate, and Lifetime members of IAEM-USA Regions 2, 6, and 8 are voting for their regional vice president, with voting concluding at 5:00 p.m. EST on Monday, Jan. 14, 2019. Region 2 and Region 6 are holding run-off elections, as the first elections for vice president positions ended in two individuals tied for the position. Region 8 is holding a special election for vice president after a previous call for nominations resulted in no qualified candidates for the position. Members in these three regions are encouraged to learn about the candidates and vote for their region’s vice president.

Those applying for disaster assistance with the Federal Emergency Management Agency during the government shutdown can still apply, and the agency has resumed issuing flood insurance policies.
The move is a reversal of an unexpected and controversial ruling on Dec. 26 that would have frozen new or renewal flood insurance policies during the partial shutdown and impacted up to 40,000 home sales each month.

FEMA’s National Integration Center is seeking public feedback during a 35-day National Engagement Period on the National Incident Management System (NIMS) National Qualification System (NQS) Supplemental Guide for Coaches and Evaluators and the NIMS NQS Supplemental Guide for Qualification Review Boards (QRB). Both guides enhance interoperability and effectiveness of mutual aid, and they provide more detail and procedural discussion about the qualification and certification processes. NQS provides the tools for organizations to share resources seamlessly. The National Engagement Period, which concludes at 5:00 p.m. EST on Jan. 24, 2019, provides an opportunity for interested parties to comment on newly developed supplemental guidance. Review the documents online, complete the provided feedback form, and submit the form to FEMA-NIMS@fema.dhs.gov. FEMA is hosting 60-minute webinars to discuss the NQS supporting tools and answer questions. These webinars are open to the whole community. The IAEM-Global Student Council (GSC) met its goals and sustained its budget in 2018. The GSC held its annual EMbark Student Career and Professional Day at the IAEM Annual Conference in Grand Rapids, Michigan. This year the Council introduced the EMbark Rapid Fire Talks, an interactive opportunity for students to talk about a specific topic of interest. The event also provided a platform for discussions, networking, and to practice public speaking. One new mining company joined us in Madagascar to recognize the principles of Emergency Management.

The updated Residential Tornado Safe Room Doors fact sheet provides information regarding selecting an adequate safe room door assembly. The information reflects the changes made to the ICC/NSSA Standard for the Design and Construction of Storm Shelters (ICC® 500) from the first to second edition. A new fact sheet, Community Tornado Safe Room Doors: Installation and Maintenance, provides information about the selection, installation and maintenance of safe room door assemblies for community safe rooms. Safe room door assemblies are one of the most important components of a safe room because they must provide the same level of protection as the walls and roof yet also remain functional for quick access.
