The next IAEM webinar will take place on Jan. 20, 2016, 1:00-2:30 p.m. EST on the topic of “How FirstNet Could Benefit Managers at the Super Bowl.” After recent attacks in the United States and around the world, there is a heightened state of awareness about the need to protect public gatherings, such as stadiums and parades, which often can serve as targets. The Super Bowl, along with its related events, is an example of a huge responsibility for which emergency managers must prepare, and reliable communication between all agencies and personnel involved is critical. The webinar will highlight: public safety/governmental participation; the need for wide area data capabilities; the aggregation of data to create a common operating picture; and the challenges faced during public safety operations for Super Bowl XLIX, which was held in the Phoenix, Arizona, metropolitan area. Speakers will include: Kevin Kalkbrenner, Assistant Chief, City of Phoenix Emergency Manager; Amanda Hilliard, Director of Outreach, FirstNet; and Mike Worrell, Senior Fire Services Advisor, FirstNet (Former Division Chief, Phoenix Fire). Online registration is live. IAEM members have free access to IAEM webinars, but must register using their member password. Non-members can attend by registering and paying a $59 fee; after the event, non-members can use the $59 as a credit toward IAEM membership (credit is good for one year). All registrants, both members and non-members, will receive a link via email to set up their access to the webinar. Space in IAEM webinars is limited, so register early.

The West Aceh Development Planning Board (Bappeda) Chairman H.T. Ahmad Dadek said that the local government had asked for Japan's support because it had seen that the awareness of the Acehnese people toward mitigation effort was still lacking.

If you are a U.S. local or tribal government emergency manager who receives Emergency Management Performance Grant Funding (EMPG), please take time to fill out the survey IAEM-USA is conducting. To show Congress the return on investment for EMPG, we need more survey completions. As of January 13, only 36 percent of the 3,596 jurisdictions had participated. However, eight states have achieved 60 percent or more participation. Nebraska is the star with 100 percent, followed by California (78.5%), Kansas (75.3 %), Tennessee (73.6 %), Connecticut (73.2%), North Dakota (72.2 %), Florida (65.7%), North Carolina (63 %), South Carolina (63%), and Mississippi (62.9%). A joint IAEM-NEMA report will be written and provided to Congress. Significant progress has been made in recent years in educating members of Congress on the importance of building and maintaining strong emergency management programs at the local level, as well as the role of funding, particularly EMPG funding, in building such programs. The narrative questions at the end of the survey are of particular importance. Those help paint the picture. Go to the IAEM-USA Government Affairs web page for details and the online survey link. Deadline to participate is Jan. 20, 2016.

The American Academy of Pediatrics (AAP) has issued a new policy statement, “Medical Countermeasures for Children in Public Health Emergencies, Disasters or Terrorism.” This policy statement provides recommendations to close the remaining gaps for the development and use of MCMs in children during public health emergencies or disasters. Children are a population highly vulnerable to the effects of exposure to such threats, because many vaccines and pharmaceuticals approved for use by adults as MCMs do not yet have pediatric formulations, dosing information, or safety information. The abstract is available on the AAP website, and the full PDF is posted on the IAEM-USA Children in Disasters Caucus web page. The IAEM-USA Children in Disasters Caucus works to identify and address issues related to children in disasters. The Caucus works within IAEM and with external partners, such as the American Academy of Pediatrics, to increase the visibility of children in disasters within the emergency management community and the public in general. The Caucus is currently addressing topics such as best practices in reunification, issues related to protecting children in disasters from human traffickers and sex offenders, and empowering children to help better prepare their families, among many others. Climate Science Day is a non-partisan event that includes more than a dozen scientific organizations, comprising multiple branches of earth and atmospheric sciences, ecology, food and agriculture, and economics. It is organized by the member organizations of the Climate Science Working Group (CSWG). This year marks the first attempt to include an emergency management perspective. Unlike many visits to Capitol Hill, this is not advocacy: we’re not asking for money, votes, or specific policy – just to use us as resources. We want to provide Congress the best possible access to objective information on climate change and its potential impacts as context for policy decisions. The CSWG organizers will prepare and assemble multi-disciplinary teams for Hill visits. We’d like to add EM practitioners to the groups; not as IAEM representatives, but as resources on what preparing for climate change can mean. This is a great opportunity to interact directly with Congressional members and staff, and to learn more about the public policy arena. An afternoon orientation briefing will take place Tuesday, Feb. 9. The Hill meetings will take place Wednesday, Feb. 10. A schedule of the 2015 event is posted in the IAEM Members-Only section. A recent report by the United Nations, “The Human Cost of Weather Related Disasters”, reveals that in the last 20 years, 157,000 people have died as a result of floods.
The report also says that between 1995 and 2015, floods affected 2.3 billion people, which accounts for 56 percent of all those affected by weather-related disasters — considerably more than any other type of weather-related disaster.

The FEMA Emergency Management Institute (EMI) conducts a monthly series of Virtual Tabletop Exercises (VTTXs), using a teleconference platform to reach community-based training audiences around the United States. The design of the VTTX provides a virtual forum for disaster training, including a group of 10 or more representatives from the state, local and tribal Emergency Management Community of Practice. Participants must have an appropriate site equipped with video teleconference capability. The goals of the VTTX are to test the participants’ knowledge, skills, and abilities to effectively conduct all-hazards emergency response and recovery. The four-hour VTTXs also enable coordination response operations with counterparts from Federal agencies, state, local, and tribal governments, private sector organizations, non-governmental agencies, and other emergency management partners.
