IAEM-USA is conducting its annual survey on EMPG funding and needs your help increasing responses. At publication, while more than 500 people have started this important survey, just under 300 have completed it. Through the years, IAEM has helped educate Members of Congress on the importance of EM programming at the local level and the role funding, particularly EMPG funding, plays in building and maintaining these programs. Your response by 6:00 p.m. EST on Jan. 23, 2017, to this survey will help IAEM continue this work. To prepare schools for ensuring their safety in case of a disaster, the Delhi Disaster management Authority has launched the School Safety Project in 5,796 government and private schools — comprising 44 lakh students and 1.4 lakh teachers — in 11 districts of Delhi.

The importance of public awareness and preparedness was highlighted during a ceremony to mark the 110th anniversary of the 1907 Kingston earthquake that claimed more than 1,000 lives and left a trail of destruction in its wake.
The function was held at the 1907 Earthquake Monument in Bumper Hall, Greenwich Town, South West St. Andrew, where 501 unidentified victims were buried.

The IAEM-Oceania Council is accepting nominations for its online election of Vice President and Treasurer. The new officers will serve a two-year term. Eligible candidates must be a current Individual member in good standing, must have two continuous years of Individual membership prior to seeking office, must reside in the geographic area of IAEM-Oceania Council, and must be 18 years or over. The InterAgency Board (IAB) recently published a position paper, A Proposed Model for Bioterrorism Response: Initial Operations and Characterization, that presents the position of the IAB on an approach to developing a national bioterrorism response capability. The paper proposes a model for a biological threat response capability that brings together public safety jurisdictions, federal resources, processes, standards, and doctrine to support the creation of a network of locally owned and operated validated bioterrorism response teams. Under this model, responder organizations that meet eligibility requirements would apply to operate through contracts as approved bioterrorism response organizations within their own jurisdictions. These teams would be trained and equipped to meet a set of national standards and would work collaboratively with the Federal Bureau of Investigation and the Centers for Disease Control and Prevention’s Laboratory Response Network in bioterrorism incident responses.

A zombie apocalypse is unlikely, but the living dead are being studied in relation to "real-world" infectious diseases.
One proponent is Tara Smith, a microbiologist and infectious disease epidemiologist at Kent State University, who has gained notoriety around the world for embracing zombies as a way to explain infections. A zombie is an undead reanimated biological entity, which either dies and comes back to life or has a virus that causes a rage and need to bite people, she said.

The IAEM 65th Annual Conference & EMEX in Long Beach, California, will feature plenary speaker, Lori Peek, on Wednesday, Nov. 15, 2017. Peek is the director of the Natural Hazards Center and professor in the Department of Sociology at the University of Colorado-Boulder. She has conducted post-disaster field investigations after 9/11, Hurricane Katrina, the Joplin tornado, Superstorm Sandy, and the Christchurch, New Zealand earthquakes. Peek has published widely on vulnerable populations in disaster and is author of Behind the Backlash: Muslim Americans after 9/11, co-editor of Displaced: Life in the Katrina Diaspora, and co-author of Children of Katrina. She is past chair of the American Sociological Association Section on Environment and Technology and is currently the president of the Research Committee on Disasters for the International Sociological Association. Peek sits on the Board for the William Averette Anderson Fund, which is dedicated to increasing the number of underrepresented professionals in disaster research and emergency management. The U.S. Department of Homeland Security’s Office of Infrastructure Protection in December 2016 released two planning guides for response to a nuclear detonation. The Quick Reference Guide: Radiation Risk Information for Responders Following a Nuclear Detonation supports the Planning Guidance for Response to a Nuclear Detonation (June 2010) and was designed to provide responders with specific guidance and recommendations about the radiation risk associated with responding to an improvised nuclear device (IND) event, in order for them to protect themselves from the IND effects. The Health and Safety Planning Guide For Planners, Safety Officers, and Supervisors for Protecting Responders Following a Nuclear Detonation was released to provide additional guidance for protecting responders following a nuclear detonation. This guidance broadly defines “responders” as a diverse of individuals who are critical to mitigating the potential catastrophic effects of an IND, including professional and traditional first responders (e.g., emergency medical services practitioners, firefighters, law enforcement, and hazardous material (HAZMAT) personnel); the emergency management community; public health and medical professionals; skilled support personnel; and emergency service and critical infrastructure personnel.
