FEMA releases policy to simplify Public Assistance Program to support rapid recovery for applicants

On Jan. 9, FEMA released a policy that will simplify the Public Assistance (PA) Program to help communities recover more quickly after presidentially declared events. As the name implies, the PA Simplified Procedures Policy simplifies procedures and streamlines documentation requirements for applicants under the Public Assistance program. This policy release follows the Aug. 2022 announcement to increase the threshold for PA small projects to $1 million. The policy simplifies procedures, reduces administrative burdens, supports equitable delivery of assistance to underserved communities, and enables communities to recover more quickly after presidentially-declared events. The policy defines FEMA's requirements for funding small projects, and it applies to all public assistance projects up to $1 million from major disasters and emergencies declared on or after the date of issuance.

FEMA slashes NFIP reinsurance renewal in half to just $502.5m for 2023

Likely in response to market conditions, as well as uncertainty over its 2022 reinsurance tower’s exposure to hurricane Ian, the National Flood Insurance Program’s (NFIP) traditional reinsurance tower has been renewed by FEMA at just $502.5 million in size for 2023, a more than 50% reduction on the prior year.

Miami-Dade debuts plan to tackle extreme heat problem

As the saying attributed to Mark Twain goes, “Everybody talks about the weather, but nobody does anything about it.” Now public officials in urban heat-stricken areas such as Miami-Dade are at least trying to do something for their sweltering constituents.
Miami-Dade County Mayor Daniella Levine Cava, along with the Resilient305 partnership and the Miami Foundation, recently announced the launch of the county’s Extreme Heat Action Plan, the first in the county’s history.

New maps show hidden flood risk in California's Bay Area

Amid dramatic ocean swells and drenching atmospheric rivers, a new report lays bare a hidden aspect of sea level rise that has been exacerbating flooding in the Bay Area.
The report, which was released Tuesday, maps areas that could flood from groundwater hovering just a few feet, or even inches below ground. This layer of water gets pushed upward as denser water from the ocean moves inland from rising tides. On its way up, even before the water breaks the surface, it can seep into the cracks of basements, infiltrate plumbing, or, even more insidiously, re-mobilize toxic chemicals buried underground.

How do chemicals from wildfires end up in water supplies?*

When we see smoke from a wildfire, most of us can deduce that it’s probably not very healthy to be breathing in. But it turns out it could be far worse than that — contaminants from wildfires can be found not only in the smoke, but they can also find their way into the local water supply.
Chemicals were first discovered in a local water supply in 2017 after the Tubbs Fire in Northern California. The next year, chemicals were again detected in the water supply after the Camp Fire in California, but this time to a much greater degree.

In the early days of the COVID-19 pandemic, health care providers and facilities, local jurisdictions, and state agencies struggled to acquire personal protective equipment (PPE), such as masks, gloves, gowns, and hand sanitizers, for their patients and staff. Supplies of these items were extremely low and getting them shipped proved difficult when they were found. This supply shortage set the stage for the State of Texas and agencies that serve in times of need to devise an unconventional plan to locate, secure, and deliver PPE across Texas to those in need.

The State of Hawaiʻi has new leadership dealing with disasters and emergencies. Luke Meyers will join the Office of Gov. Josh Green as State Disaster Management Advisor and retired Col. James D.S. Barros was named as the new Administrator for the Hawai‘i Emergency Management Agency (HI-EMA).
The State Disaster Management Advisor is the state’s lead coordination point for long-term rebuilding and resiliency efforts following a large or complex disaster.

It has been 28 years since the Great Hanshin Earthquake that killed 6,434 people. Today, it is difficult to find scars of the major earthquake in the cityscapes of the affected areas.

California sees extensive storm damage as weather calms*

Key roadways remained closed and officials estimated thousand of homes were seriously damaged in California as weeks of wild weather that flooded roadways, collapsed hillsides and toppled countless trees finally became calm Tuesday.
Tallying the damage will take time, but the number of houses and other structures that will be red-tagged as uninhabitable could be in the “low thousands,” said Brian Ferguson, spokesperson for the Governor’s Office of Emergency Services.

Slew of earthquakes in El Salvador affects over 100 homes

At least 130 homes have been impacted by a burst of seismic activity in El Salvador, leaving over a dozen people in shelters, the Central American country's government said on Monday.
Authorities reported 219 earthquakes from Sunday afternoon until Monday morning.
