Spontaneous volunteers are an important factor in disaster management, one that can help or inhibit positive outcomes in response and recovery. Managing spontaneous volunteers following a disaster can be challenging, but may prove beneficial for a community’s response and recovery efforts. IAEM, as part of the FEMA Whole Community Contract, is conducting a survey to understand the current mindset of emergency managers and organizations with regard to spontaneous volunteers. If you or your organization has had any prior experience with spontaneous volunteers, anticipate encounters during future emergencies, or have taken steps to plan for managing spontaneous volunteers, we need your input. Please participate in this survey by Friday, Feb. 19, 2016, at 5:00 p.m. EST. Participating in this survey is a great opportunity for your voice to be heard in what will be a very influential conversation that may guide the development of resources, tools and tactics to help communities work with spontaneous volunteers more effectively. The U.S. Embassy, in partnership with the Government of Nepal, laid the foundation stone for a Regional Crisis Management Center and warehouse in observance of Nepal Earthquake Safety Day. The $1.2 million RCMC is funded by the U.S. government, and is scheduled to be completed by March 2017 at the Nepali Army Chaunni Barracks in Kathmandu, according to a statement issued by the U.S. Embassy in Kathmandu.

The Federal Emergency Management Agency (FEMA) announced that it is developing guidance to describe new procedures that tribes will follow to request declarations. During consultations, FEMA is asking tribal governments for their thoughts and comments on the second draft of the Tribal Declarations Pilot Guidance. The input provided during the tribal consultations will inform the further development of the pilot guidance. The new procedures are being developed because the Sandy Recovery Improvement Act of 2013 (SRIA) amended the Stafford Act to allow federally recognized Indian tribal governments the choice to request an emergency or major disaster declaration independently of a state or to seek disaster assistance through a state declaration. The second draft of the guidance includes key changes that are responsive to comments that FEMA received from tribes. These changes include: providing for more comprehensive evaluation of the need for Public Assistance grant program funding; modifying and adding definitions of terms; explaining how we look to implement federal statute; and considering additional cultural and religious needs. An overview of the second draft guidance is posted here. The guidance has been posted to the Federal Register for comment until Apr. 7, 2016. The Emergency Management Institute is hosting the 18th Annual Emergency Management Higher Education Symposium, “Whole of Community ─ Talking about My Generation,” June 6-9, 2016, at the National Emergency Training Center, Emmitsburg, Maryland. The symposium is targeted primarily for representatives of colleges and universities which (1) have an existing hazard, disaster, emergency management (EM) program in place, or (2) are attempting to develop and implement a hazard, disaster, or EM program on their campus (e.g., a degree, certificate, minor, or concentration). Papers and facilitated abstract submissions for the symposium must be electronically submitted by Feb. 15, 2016. All submissions will be subject to a blind peer review, and there will be 25 one-hour breakout slots on this year’s agenda. Poster session submissions must be received by Mar. 31, 2016. The Department of Homeland Security (DHS) Office of the Inspector General (OIG) on Jan. 6 released a report on its audit to determine whether DHS has effectively implemented its enhanced screening measures to respond to an Ebola outbreak. The report, DHS’ Ebola Response Needs Better Coordination, Training, and Execution, stated that coordination between DHS, the Department of Health & Human Services, and other DHS components was not sufficient to ensure that all passengers at U.S. ports of entry received full screening. Procedures did not ensure that all personnel received adequate training on the screening process or the use of protective equipment. Personnel did not always follow established Ebola procedures and ensure that all identified passengers required screening. The OIG made 10 recommendations to address the coordination, guidance, and training with DHS’ response to Ebola, which when implemented should improve the efficiency and effectiveness of the program. DHS concurred with all 10 recommendations and has initiated corrective actions.

FEMA is exploring the concept of asking states to meet a predetermined level of state disaster funding or investment in resilience prior to initiating federal assistance through the Public Assistance program. FEMA anticipates the disaster deductible, if implemented, would 1) incentivize mitigation strategies and promote risk-informed decision-making to build resilience, including to catastrophic events; 2) reduce the costs of future events for both states and the federal government; and 3) facilitate state and local government planning and budgeting for enhanced disaster response and recovery capability through greater transparency. This is a significance change and FEMA is committed to a transparent stakeholder engagement effort to explore how and if it should be adopted. Through the Advance Notice of Proposed Rulemaking(ANPRM), FEMA is seeking ideas, comments, and questions from the public on the concept of a disaster deductible. FEMA is not currently proposing to implement this concept. Comments are due by March 21, 2016.

As 2015 came to a close, the U.S. was devastated by a slew of tornadoes and floods, causing an estimated $2 billion in damages. In North Texas, a severe weather system spun off several tornadoes, including an EF-4 tornado that caused widespread destruction. Meanwhile, the snow and rain from heavy winter storms in the northern U.S. overwhelmed rivers and tributaries, causing flooding along the Mississippi River in Missouri and Mississippi.

In two separate analyses, the agencies agreed that 2015 was a record-breaker. NASA found that 2015 was 1.8 degrees Fahrenheit warmer than the late 19th century, while NOAA found 2015 was 1.62 degrees Fahrenheit warmer than the 20th century average.

The National Atmospheric and Oceanic Administration is using unmanned aerial vehicles to improve its understanding of hurricanes, collecting data from areas unsafe for manned flight. Known as the Coyote UAS, the drone is released mid-flight from a parent aircraft and provides real-time data on atmospheric air pressure, temperature, moisture, ocean surface temperature, as well as wind speed and direction.

As severe thunderstorms struck Florida early Sunday morning, killing at least two and injuring several others, some residents' weather radios failed them.
According to News 6, the outage occurred between 2:45 a.m. until 9 p.m. on Sunday. NOAA said the reason behind the failed weather alerts in the Orlando area was an error on the Verizon-owned phone line.
"It was really bad timing not to have their phone systems working," local resident Karen Nice told WESH 2. "It could have been a really big deal."

Toby Clairmont was announced as the new executive officer for the Hawaii Emergency Management Agency by the State Department of Defense on Friday.
Clairmont began his role on January 11 and reports directly to Administrator of Emergency Management Vern Miyagi. Miyagi was appointed to the role by Gov. David Ige when Doug Mayne resigned in September 2015.

The 2015 hurricane season in the central Pacific region officially ended Nov. 30, and the 2016 season does not begin until June 1. But that didn't stop Pali from taking shape and strengthening into a Category 1 hurricane on Monday — the earliest hurricane on record in the central Pacific.
