IAEM-USA is conducting the 13th annual survey seeking information from U.S. local government and tribal emergency management offices about Emergency Management Performance Grant (EMPG) funding. This is a joint effort with the National Emergency Management Association (NEMA). IAEM is seeking input from local and tribal jurisdictions. A joint report will be distributed to key policy makers on Capitol Hill and within the Trump Administration. The narrative questions in the survey are of particular importance. Examples of how EMPG was directly related to an emergency response or EM program activity help “paint the picture” of the importance of EMPG. The survey is available here. To help gather the data needed to complete the survey, a PDF-version of the survey is available here. The deadline to complete the survey is 6:00 p.m. EST, Jan. 31. Should you need to exit the survey prior to completing it, you may return to your survey from the same computer before the deadline to finish by following the survey link. If you have any technical problems or questions about the survey, please contact Kyler Bartee at kbartee@iaem.com. If you have any questions about the survey questions, please contact Thad Huguley at thad@iaem.com.

California just experienced its deadliest and most destructive wildfire, ever. Nearly 14,000 homes, 530 commercial structures and 4,300 other buildings were destroyed in November when the Cal Fire ravaged the Butte County landscape, incinerating entire communities like the town of Paradise in its wake.
The devastation of lives and livelihoods lost is unfathomable. So too is the sheer scope of work needed to clear the charred debris before recovery can ever start.

On Jan. 16, FEMA and its emergency management partners released Dr. Carolyn Kousky’s PrepTalk, “Harnessing the Power of Disaster Insurance.” In her PrepTalk, Dr. Kousky demonstrates the essential role of insurance in disaster recovery. She explains why people do not have insurance coverage, and offers suggestions for how the public and private sectors can work together to overcome challenges to increasing insurance coverage across America. Dr. Kousky is executive director of the Wharton Risk Management and Decision Processes Center at the University of Pennsylvania. Through her research, she has examined multiple aspects of disaster insurance markets, the National Flood Insurance Program, federal disaster aid, and policy responses to potential changes in extreme events with climate change. Her PrepTalk video and additional resources are available at www.fema.gov/preptalks.
PrepTalks are a partnership between FEMA, IAEM, NEMA, the National Homeland Security Consortium, and the Naval Postgraduate School Center for Homeland Defense and Security.

The U.S. Geological Survey has released Circular 1244, “National Landslide Hazards Mitigation Strategy – A Framework for Loss Reduction.” The circular outlines the key elements of a comprehensive and effective national strategy for reducing losses from landslides nationwide and provides an assessment of the status, needs, and associated costs of this strategy. The strategy was developed in response to the rising costs resulting from landslide hazards in the United States and includes activities at the national, state, and local levels, in both the public and private sectors. The strategy gives the federal government a prominent role in efforts to reduce losses due to landslide hazards, in partnership with state and local governments.

Public support for rebuilding in the same disaster affected places is often high. But as fire-fighting agencies are aware, our bushfires are increasing in size, intensity and duration, and a warming climate will continue to worsen these factors. We need to start being more strategic about where we rebuild homes and facilities lost to fire, and how.
