IAEM-USA is conducting its 11th annual survey on Emergency Management Performance Grant (EMPG) funding. IAEM needs your survey input and urges you to share the survey link with other local and tribal emergency managers. Through the years, IAEM has helped educate Members of Congress on the importance of EM programming at the local level and the role funding, particularly EMPG funding, plays in building and maintaining these programs. Your response to this survey by 6:00 p.m. COB on Jan. 31, 2018, will help IAEM continue this work.

Four times a year, the monthly IAEM Bulletin publishes a special focus issue on a selected topic of interest to emergency managers, with the other eight issues including articles on a wide variety of EM-related topics. The 2018 topics, recommended by the IAEM Editorial Work Group and approved by the IAEM-Global Board, are posted online. The work group seeks articles for the first 2018 special focus issue, “Developing Situational Awareness and a Common Operating Picture,” which will be published in March, with an article submission deadline of Feb. 23, 2018. Articles might include, but are not limited to: how to gather and communicate situational awareness during a disaster; how to define your requirements in order to choose the best tool for you; retail approaches and best practices; fusion centers; crowdsourcing; virtual operations support teams (VOST); artificial intelligence; and community information networks. The Department of Homeland Security’s (DHS) Mitigation Framework Leadership Group (MitFLG) has asked for public comment on the draft National Mitigation Investment Strategy, which makes recommendations that could result in better U.S. preparedness and less vulnerability to natural hazards. The strategy provides a national approach to investments in mitigation activities and risk management across federal, state, local, and territorial and tribal government and the private and non-profit sectors. The National Institute of Building Sciences (NIBS) Multi-Hazard Council (MMC) on Feb. 17 released the updated and expanded Natural Hazard Mitigation Saves: 2017 Interim Report. The Institute's project team looked at the results of 23 years of federally funded mitigation grants provided by the Federal Emergency Management Agency (FEMA), U.S. Economic Development Administration (EDA) and U.S. Department of Housing and Urban Development (HUD) and found mitigation funding can save the nation $6 in future disaster costs, for every $1 spent on hazard mitigation. FEMA on Jan. 22 issued an Intergovernmental Affairs Advisory (IGA) outlining the effects that the lapse in appropriations could cause in regard to provision of services, grant funding, and training services. During a lapse in funding, DHS/FEMA will acknowledge – but cannot process – requests from governors or tribal leaders for presidential declarations of a major disaster or emergency unless the request is determined necessary for the protection of life and property. During a lapse in appropriations, disaster recovery support for states, tribes and communities affected by previous disasters will be affected. Recovery payments for presidential disaster declarations will be delayed, because FEMA staff who process Public Assistance payments will be furloughed. A lapse in funding will cause state, tribal and local first responders to miss training opportunities to meet the nation’s emergency needs. The 19th Annual Great Lakes Homeland Security Training Conference and Expo will take place on May 8-10, 2018, at DeVos Place in Grand Rapids, Michigan. Five oil rig workers were missing after an explosion Monday in an Oklahoma gas well, Pittsburg County Sheriff Chris Morris said in a press conference.
Seventeen employees were rescued but "five are still unaccounted for at the well," Morris said.

Twelve people, including eight soldiers, skiing on the slopes of a volcano near a famous hot spring resort in central Japan were injured Tuesday by flying rocks during a sudden eruption, officials said. One soldier later died.
