IAEM seeks Annual Conference breakout speaker proposals by Feb. 19

The call for breakout session speakers at the IAEM 69th Annual Conference & EMEX is now open. IAEM welcomes proposals from emergency management professionals interested in speaking at the premier emergency management event of the year. The conference, centered around the theme of “Looking Back to Look Ahead,” will be held Oct. 15-22, 2021, in Grand Rapids, Michigan. Breakout sessions are one hour in length and will be selected by the review committee based on selection criteria. Step-by-step instructions and the login to submit a proposal are found in the Speaker Guidance on the conference website. Additional tips for a successful speaker presentation are available by viewing the webinar recording from the Jan. 15 program by the Conference Committee. Questions should be directed to IAEM Conference Manager Julie Husk. Apply online before Feb. 19, 2021, at 11:59:59 p.m. CST.

Canada’s international travel restrictions due to the COVID-19 pandemic have been extended by another month, to February 21, 2021. The extension means restrictions will have been in place for 11 months as countries all over the world, including Canada, battle a second wave of the COVID-19 pandemic.

Australia to spend $1.5 billion on climate protection and disaster recovery

Biden unveils COVID-19 strategy, vows science will lead response*

Warning that there is still a long road ahead as America tries to get a handle on the COVID-19 pandemic, President Biden rolled out his coronavirus strategy today with 10 executive orders and a vow to battle the virus “based on science, not politics… based on truth, not denial.”
On the new president’s first full day in office, the Johns Hopkins Coronavirus Resource Center reported more than 24.5 million COVID cases since the first cases were detected in the United States a year ago, and more 409,000 deaths.

IAEM-USA seeks local and tribal emergency management offices for 14th annual EMPG survey

IAEM-USA is conducting the 14th annual survey seeking information from U.S. local government and tribal emergency management offices about Emergency Management Performance Grant (EMPG) funding. Complete information is available on the IAEM website. As in previous years, IAEM is conducting this survey as a joint effort with the National Emergency Management Association (NEMA), and the final report will be distributed to key policy makers on Capitol Hill and within the Biden Administration.
The narrative questions in the survey are of particular importance. If you have examples of how EMPG was directly related to an emergency response or EM program activity, we would like to cite those in our effort to “paint the picture” on the importance of EMPG. Please complete the survey here. To help participants gather the data needed to complete the survey, a PDF-version of the survey is available here. The deadline for submission is 6:00 p.m. EST, Feb. 19.

Aging dams pose growing threat: UN*

By 2050, most people on Earth will live downstream of tens of thousands of large dams built in the 20th century, many of them already operating at or beyond their design life, according to a UN University analysis.
The report, “Ageing water infrastructure: An emerging global risk,” by UNU’s Canadian-based Institute for Water, Environment and Health, says most of the 58,700 large dams worldwide were constructed between 1930 and 1970 with a design life of 50 to 100 years, adding that at 50 years, a large concrete dam “would most probably begin to express signs of aging.”

Red Cross doubles front-line disaster relief funding

The Red Cross announced Monday it was more than doubling disaster relief money for front-line responders, in a change to how it reacts to climate-related humanitarian crises.
The International Federation of Red Cross and Red Crescent Societies (IFRC), the world's largest humanitarian network, said the expansion was part of an attempt to adapt emergency responses to the increased crisis caseload caused by climate change.

More powerful storms are battering people and economies harder, with the poor suffering the worst losses, an annual climate risk index showed, as leaders were urged to ramp up their response to climate change impacts at a global adaptation summit on Monday.

New US strategy could create massive $10 billion fund to fight climate disasters

One of the latest Biden administration plans introduces a new framework that will shape U.S. policy to tackle climate change by allocating about $10 billion to the Federal Emergency Management Agency (FEMA) to proactively address natural disasters related to climate change.
The New York Times reports that the funds will be spent on preventative infrastructure, including building seawalls and relocating homes prone to flooding.

The Cybersecurity and Infrastructure Security Agency (CISA) is launching an effort to encourage public and private sector organizations to implement best practices to mitigate ransomware risks.
The Reduce the Risk of Ransomware Campaign will raise awareness about the importance of combating ransomware as part of an organization’s cybersecurity and data protection best practices. CISA will use its social media platforms to iterate key behaviors or actions and provide resource links to combat ransomware attacks in the coming months.

FEMA releases continuity exercise starter kits

FEMA has released the Continuity of Operations Exercise Starter Kits to help jurisdictions and organizations be more prepared to continue to perform essential functions and provide services when typical operations are derailed. Groups and various levels of government across the nation face a full spectrum of threats with disruptive impacts, and adequate warning of a threat is not always available. Exercises play a vital role in preparedness by enabling partners, stakeholders and elected officials to shape planning, test and validate plans and capabilities, and identify and address gaps and areas for improvement. The FEMA National Continuity Programs, partnered with the agency’s National Exercise Division, which administers the National Exercise Program, to produce separate versions of the kits for federal and whole community partners.

HHS ASPR TRACIE offers virtual EM and EMS Resources for COVID

The Dept. of Health and Human Services’ Office (HHS) of the Assistant Secretary for Preparedness and Response (ASPR) created ASPR TRACIE in 2015 to provide a one-stop shop that provides information and addresses technical assistance needs of healthcare professionals, emergency managers, and public health practitioners. The COVID-19 Resources Page includes 20 resource collections and plans, tools, and templates that incorporate the most current information available to address the biggest challenges faced by healthcare today. You may also benefit from other ASPR TRACIE resources (from clinical guidance in the 57 Topic Collections, to case studies and lessons learned from healthcare professionals responding to real world events and tools and templates for preparedness efforts). Increased flooding in Indonesia linked to deforestation

A state of emergency was declared for South Kalimantan, Borneo, as torrential rain triggered flooding and landslides, affecting 342,987 people and bringing the death toll to 21 as of last week. Swathes of England's vital flood defences 'almost useless'

Thousands of England’s vital flood defences were in such a state of ruin last year they would fail to protect communities from extreme weather, an investigation has found.
More than 3,400 of England’s “high consequence” flood assets, defined as those where there is a high risk to life and property if they fail, were judged by the Environment Agency to be in such a bad condition they were almost useless.

7.0-magnitude earthquake rocks coast of Antarctica

A 7.0-magnitude earthquake struck Saturday off the coast of Antarctica, with authorities issuing a tsunami warning for Chile's Eduardo Frei base on the frigid continent, emergency officials said.
The interior ministry said on Twitter that a tremor of magnitude 7.1 struck at 8.36 p.m. 216 km northeast of the O'Higgins Chilean scientific base and called for the coastal regions of Antarctica to be evacuated because of tsunami risk.

Indonesia's most active volcano erupts

Mount Merapi, Indonesia's most active volcano, erupted Wednesday emitting a river of lava into the mountain below and gas clouds into the sky.
The eruption set off the volcano's longest lava flow since the danger level for Merapi was raised in November, Hanik Humaida, the head of Yogyakarta's Volcanology and Geological Hazard Mitigation Center, told The Associated Press.
