The Ministry of State for Emergency Preparedness has announced the release of Prepared and Resilient: A Discussion Paper on the Legislative Framework for Emergency Management in British Columbia. The release of this paper and the concurrent launch of an online consultation website, which commences an important engagement with British Columbians about the current Emergency Program Act, which sets out the key responsibilities and authorities to guide and enable experts at the local and provincial levels in preparing for, responding to and recovering from emergencies and disasters. Emergency management stakeholders are asked to submit their formal responses to the discussion paper to citizenengagement@gov.bc.ca before the consultation period ends on Feb. 19, 2016, at 4:00 p.m. The feedback will be a key component to informing the government’s review of the act and, ultimately, any decision to move forward with the introduction of possible legislative changes. In order to promote the transparency of this review, any submission from your organization or other stakeholders will be posted on the engagement website. Submissions from private citizens will remain private unless made via the online discussion forum on the website.

The Water Research Foundation and the American Water Works Association are conducting a research project, “Innovative Preparedness and Response Practices to Support Water System Resilience,” to identify best emergency management and response practices and procedures in use at drinking water and wastewater utilities. A guidance product then will be developed and distributed broadly, so that utilities can see what practices others may be doing that could be helpful at their own utility. The researchers seek the participation of local emergency management professionals to provide their perspective on how drinking water and wastewater utilities in their jurisdictions plan for and respond to emergencies through completion of the 5-10 minute online survey by Feb. 19, 2016. All answers to survey questions are considered confidential, and will not be shared outside of the research team without your consent. Any questions should be directed to tnoble@horsleywitten.com.

The US Health & Human Services' Office of the Assistant Secretary for Preparedness and Response (ASPR) will demonstrate two of their excellent emergency management planning, and response, and community recovery tools for healthcare emergency managers. emPOWER allows every hospital, first responder, electric company, and community member use its map to find the monthly total of Medicare beneficiaries with electricity-dependent equipment claims at the U.S. state, territory, county, and zip code level and turn on “real-time” NOAA severe weather tracking services to identify areas and populations that may be impacted and at risk for power outages. TRACIE was created to meet the information and technical assistance needs of regional ASPR staff, healthcare coalitions, healthcare entities, healthcare providers, emergency managers, public health practitioners, and others working in disaster medicine, healthcare system preparedness, and public health emergency preparedness.
