The Journal of Emergency Management (JEM) Editorial Review Board invites the submission of original research, papers and case studies supporting a special issue titled “Analysis of Pre- and Post-Disaster Management and Recovery in Puerto Rico from Hurricane Maria.” JEM’s goal is to bring together a complete and comprehensive accounting of the event and its post mortem. This may include a pre-disaster assessment of the island's state of preparedness as well as any post disaster response, research, mitigation and recovery. Manuscripts must be submitted online, using the manuscript submission link. Select the "Special Issue on Puerto Rico and Hurricane Maria" in the Section/Category of the General Info tab to designate it for this special issue. IAEM-USA is conducting the 13th annual survey seeking information from U.S. local government and tribal emergency management offices about Emergency Management Performance Grant (EMPG) funding. IAEM is seeking input from local and tribal jurisdictions. A joint IAEM-NEMA report will be distributed to key policy makers on Capitol Hill and within the Trump Administration. The narrative questions in the survey are of particular importance. Examples of how EMPG was directly related to an emergency response or EM program activity help “paint the picture” of the importance of EMPG. The survey is available here. FEMA is accepting applications through Mar. 8 for its 2020 Youth Preparedness Council (YPC) from students in grades 8-11. The YPC gives youth the chance to meet peers from across the country and to work together on exciting projects. Members will travel to Washington, D.C., for the annual YPC Summit. Since 2012, FEMA has brought youth together, nationwide, who are passionate about preparedness and community service. FEMA is accepting comments for the new draft policy regarding Section 1206, "Building Code and Floodplain Management Administration and Enforcement" of the Disaster Recovery Reform Act. After a disaster, local building departments sometimes lack the resources to carry out their duties in a timely manner due to the volume of work. This can result in communities waiving or suspending their codes/ordinances post-disaster. This policy is intended to provide communities with the resources necessary to effectively administer and enforce state and locally adopted building codes and floodplain management ordinances. FEMA has released the draft policy for a 45-day public comment period. Comments must be submitted using the comments matrix. Comments received by Mar. 6 will be reviewed and considered for the final version of the guide. The draft policy and accompanying comments matrix is located on the FEMA website.

Natalie Gutierrez, MA, is the most recent IAEM-USA appointment to the Emergency Management Accreditation Program (EMAP) Commission. Gutierrez is the managing deputy administrator of the Office of Emergency Management and Communications, City of Chicago, Illinois, the primary coordinating agency in the city for public safety communications, emergency management, and homeland security grant funding. Prior to taking on this position in 2019, she served as Chicago’s deputy manager for grants administration (2011-2019). Gutierrez is the conference coordinator for the 2020 Chicago National Homeland Security Conference. EMAP, an independent nonprofit organization, fosters excellence and accountability in emergency management programs, by establishing credible standards applied in a peer review accreditation process. The EMAP Commission is the governing and decision-making body of the Emergency Management Accreditation Program (EMAP), and its members are appointees of IAEM and the National Emergency Management Association (NEMA).

The Governor’s Hurricane Conference was established in order to provide a vehicle to present lessons learned and other important information about hurricanes to public and private officials, especially local emergency management professionals and those involved in preparedness, planning, response and recovery at all levels of government, industry and private interests. The primary target audience continues to be the first-line responders to a hurricane or other tropical weather event. The Third Annual Mass Notification Seminar will be offered by the San Francisco Bay Area Urban Areas Security Initiative (UASI) on May 12-13, 2020, 9:00 a.m.-5:00 p.m., at the Mission Bay Conference Center, University of California, San Francisco, California.
