It is with profound sadness that IAEM announces the passing of member Doc Lumpkins on Jan. 26, 2019. Doc was the CFO and deputy director of mission support at the Maryland Emergency Management Agency and former director of FEMA’s National Integration Center. He was a founding member of IAEM’s Emerging Technologies Caucus and recently presented an EMVision Talk at the 2018 Annual Conference in Michigan in October 2018. During his time in emergency management he has influenced many and left a hole that will be hard to replace. An article in Homeland Security Today reviews Doc’s career and his contributions to emergency management. A memorial service for Doc Lumpkins will be held today, Jan. 31. The family requests donations to charities of the donor's choice. If your charity of choice is the IAEM Scholarship Program, donations may be made at www.iaem.com/donate. Comments to the family and additional details about his service are available online. IAEM extends condolences to Doc’s family, friends, and colleagues.

IAEM-USA is conducting the 12th annual survey seeking information from U.S. local government and tribal emergency management offices about Emergency Management Performance Grant (EMPG) funding. This is a joint effort with the National Emergency Management Association (NEMA). NEMA is using a separate survey for state directors to report on state activities. IAEM and NEMA will write a joint report to be distributed to key policy makers on Capitol Hill and within the Trump Administration. The narrative questions in the survey are of particular importance. Examples of how EMPG was directly related to an emergency response or EM program activity will help IAEM/NEMA “paint the picture” on the importance of EMPG. Please respond online before 6:00 p.m. EST, Feb. 15, 2019.

Equipment owned by California's three largest utilities ignited more than 2,000 fires in three years — a timespan in which state regulators cited and fined the companies nine times for electrical safety violations.
How the state regulates utilities is under growing scrutiny following unprecedented wildfires suspected to have been caused by power line issues, blazes that have destroyed thousands of homes and killed dozens of people.

Deciding when it's safe for a building's residents to move back in after an earthquake is a major challenge and responsibility for civil engineers. Not only do they have to evaluate whether the building could collapse, but also whether it could withstand aftershocks of the same magnitude. The good news is, some promising research is being carried out in this field.

In the late spring of 2018, Cape Town South Africa dodged an existential bullet. “Day Zero” — the moment the city’s water taps would be turned off due to punishing drought conditions — was postponed, pushed to an indeterminate date in 2019.
Cape Town’s water scarcity is emblematic of a problem facing almost every major population center: The Earth is getting warmer, and more and more of its human inhabitants are piling into cities, straining aging or underdeveloped infrastructure to the breaking point.

The 2017 and 2018 disaster season was catastrophic and the greatest impact was on our most vulnerable population – children. Although children who experience disaster are five times more likely to have serious emotional trauma than adults, as a nation we are behind in implementing programs and standards to protect them. In fact 79% of recommendations made by the National Commission on Children in Disasters in 2010 remain unfulfilled. However, there are innovative ways to address the current gaps in child protection and ensure communities are equipped to protect children. Join us at 1:00-2:00 p.m. EST, Feb. 21, for the next IAEM Thursday Learning Series webinar to understand the unique needs of children, learn best practices from the 2017 and 2018 disaster season, and explore how you can pioneer new programs to protect children and advocate for policies that create lasting change. Learn more about the program, presenters and how to register at www.iaem.com/webinars.
