Europe is expected to see a considerable increase in flood risk in coming years, even under an optimistic climate change scenario of 1.5°C warming compared to pre-industrial levels.
A study assesses flood impacts for three scenarios – of 1.5°C, 2°C and 3°C warming – and finds that most of Central and Western Europe will experience substantial increase in flood risk at all warming levels, and the higher the warming, the higher the risk.

On Jan. 29, FEMA, in partnership with organizations that collectively represent the emergency management profession in America, launched PrepTalks – a new approach to sharing research and innovation in the emergency management arena. PrepTalks are 15-to-20-minute presentations by subject-matter experts and national/international thought leaders, designed to spread new ideas, spark conversation, and promote innovative leadership for the issues confronting emergency managers now and over the next 20 years. Eight PrepTalk speakers delivered presentations at the first PrepTalk Symposium, held at George Washington University in Washington, D.C. Information on the speakers is available at www.fema.gov/preptalks. In the coming months, the PrepTalk partners will release videos online of each presentation with related guidance, reading materials, and discussion questions for emergency management partners. PrepTalks are a partnership between FEMA, the International Association of Emergency Managers, the National Emergency Management Association, the National Homeland Security Consortium, and the Naval Postgraduate School Center for Homeland Security and Defense.

Public safety officials have applauded the approval of advanced geo-targeting for wireless emergency alerts.
The FCC has mandated that wireless operators must deliver WEA alerts to the target area specified by the alert originator, with no more than a one-tenth of a mile overshoot from November 2019. It also says that alert messages must remain available in a consumer accessible format on wireless devices for 24 hours, which will enable the public to better review emergency information.

The IAEM Editorial Work Group seeks articles for its first 2018 IAEM Bulletin special focus issue, “Developing Situational Awareness and a Common Operating Picture,” which will be published in March, with an article submission deadline of Feb. 23, 2018. Articles might include, but are not limited to: how to gather and communicate situational awareness during a disaster; how to define your requirements in order to choose the best tool for you; retail approaches and best practices; fusion centers; crowdsourcing; virtual operations support teams (VOST); artificial intelligence; and community information networks. A call for participants has been announced for the 2018 Common Alerting Protocol (CAP) Implementation Workshop, which will take place Oct. 31-Nov. 1, 2018, in Hong Kong. IAEM is a co-sponsor of this event. CAP Implementation Workshops provide a forum for implementers of CAP and associated organizations to discuss how best to expand adoption of the CAP standard and to share practices among users of the standard. Between late August and the end of 2017, the American Society for the Prevention of Cruelty to Animals (ASPCA) deployed to six states and the U.S. Virgin Islands in response to four disasters: Hurricanes Harvey, Irma, and Maria, and the wildfires in Northern California. In all, the ASPCA assisted nearly 37,000 animals affected by these disasters.

The 2017 storm season tormented the U.S. with four hurricane landfalls and scores of deaths, but a preliminary review shows no one succumbed to the most lethal force in a tropical cyclone’s arsenal — storm surge.
In a National Hurricane Center report released last week on Hurricane Harvey, which hit Texas in August as a Category 4 storm, officials lament the 65 lives lost to freshwater flooding but tout the lack of storm surge deaths even as up to 10 feet of hurricane-driven saltwater charged ashore.

The certification review dates (with deadlines) have been announced on the IAEM website. Candidates who want to receive their diploma at the awards ceremony at the IAEM Annual Conference in Grand Rapids, Michigan, must have their application approved no later than the July 2018 review (application submission deadline is June 30, 2018), and must take and pass their exam by Sept. 20, 2018.

FEMA’s nationally applicable, standardized methodology that contains models for estimating potential losses from earthquakes, floods, hurricane winds, and tsunamis has been upgraded to version 4.2. Hazus 4.2 is now compatible with ArcGIS 10.5.1. The new software can be downloaded at no charge from the Map Service Center (MSC) download page. Additional enhancements and changes to the Hazus software include: major processing time reductions for hydrology and hydraulics within level 1 flood; additional supported formats for level 2 flood depth grid import; high resolution ShakeMaps now compatible, with faster import times; restoration of the Fire Following Earthquake (FFE) module; and improvements to the Comprehensive Data Management System (CDMS) for easier import of user data. Also included are numerous upgrades making Hazus easier to use for U.S. territories and custom international applications, and the inclusion of additional historical data. These upgrades will allow Hazus users to evaluate risk and potential losses from multiple hazards faster than ever.

In the event of a radiation emergency, whether intentional or accidental, emergency managers can play an important role in making certain the public receives timely and accurate information that will be helpful in saving lives. There are Centers for Disease Control and Prevention (CDC) resources available online that focus on the key information that people should know: protection in a radiation emergency; types of radiation emergencies; health effects of radiation; and medical treatments. CDC tools for professionals include: FAQ sheets, a media toolkit, communication tools, training, and messaging. It all starts here on the CDC website.

The National Emergency Management Association (NEMA) has scheduled a webinar on “The Place of Death in Emergency Management: Community and Responders Impact” for Feb. 7, 2018, 2:00-3:00 p.m. EST. Although the focus of emergency management remains to prevent death and help the survivors, in too many instances death does occur. This program makes personnel aware of their responsibilities, not only to assist the living but also to deal with the realities of death. The session looks at these vivid and powerful examples: civilian and responder deaths from 9/11; Hurricanes Katrina, Harvey and Irma; a fire in Yarnell, Arizona; the shootings in Las Vegas, Nevada; and other disasters. These events demonstrate the importance of responder sensitivity to the community’s context of death and how different religions deal with death. The webinar also will include a discussion of how these fatal events impact emergency personnel, offering ways for them to deal with death and proposing an approach for responders to become stress resistant.
