Canada has announced new rules on international travel, in addition to the multi-layered approach on COVID-19 already in place. The government and Canada’s airlines have agreed to suspend all flights to and from Mexico and Caribbean countries until April 30, 2021. This will be in effect as of January 31, 2021.

Politico
Alejandro Mayorkas was confirmed on Tuesday to serve as secretary of Homeland Security, putting him in charge of carrying out the Biden administration’s immigration agenda and tackling national security concerns.
The Senate backed Mayorkas in a 56-43 vote, the tightest confirmation vote for a Biden nominee so far.

GAO offers COVID-19 response recommendations

Administration announces retroactive 100 percent reimbursement for FEMA-eligible expenses for COVID response

The Biden Administration has announced that it will retroactively fully reimburse states, territories, tribes and jurisdictions for FEMA-eligible services related to COVID response, including masks, gloves, emergency feeding actions, sheltering at-risk populations, and mobilization of the National Guard. The reimbursements will be backdated to the beginning of the pandemic in January 2020. Details are provided in a Feb. 2 Fact Sheet. On Feb. 3, FEMA issued a statement to clarify the policy.

FEMA seeks public feedback for two USAR and fixed wing/disaster reconnaissance resource typing documents

The FEMA National Integration Center is seeking public feedback on two Resource Typing Job Titles/Position Qualifications documents. The 30-day national engagement period will conclude at 5:00 p.m. EST, Mar. 2. The national engagement period provides an opportunity for interested parties to comment on the draft document to ensure that it is relevant for all implementing partners. The resource typing documents include "Urban Search and Rescue Incident Support Team" and "Fixed Wing Search/Disaster Reconnaissance Team." These resource typing documents will facilitate the sharing of deployable resource types at all jurisdictional levels. To provide comments on the drafts, complete the feedback form provided in the links above and submit the form to fema-nims@fema.dhs.gov.

GAO report concludes FEMA should take additional steps to streamline hazard mitigation grants and access program effects

The Government Accountability Office (GAO) issued a report on Feb. 2 concluding that FEMA should take additional steps to streamline hazard mitigation grants and access program effects. FEMA obligated more than $11 billion through four grant programs that fund state and local hazard mitigation efforts (e.g., elevating homes and building tornado-safe rooms) for fiscal years 2010 to 2018. The agency awarded about 88% of this amount through two grant programs that award grants post-disaster.
However, state and local officials report that the grant application process is complex and lengthy. FEMA intends to review the process but has no documented plans to do so. Also, FEMA has developed training and guidance resources for applicants, but they can be hard to find on FEMA's website. GAO made six recommendations to address these and other issues. Dennis Mileti, luminary in the field of hazards and disaster research, passed away on Jan. 30
IAEM
IAEM is sad to share the news that a frequent conference speaker and friend, Dennis Mileti, Ph.D., has died of complications from COVID-19. He was the former director of the Natural Hazards Center and the University of Colorado, Boulder. Dr. Mileti is recognized as one of the world’s leading risk communication scholars, while he authored more than 100 publications on the societal aspects of hazards and disasters. The Natural Hazards Center has created a tribute page. Visit it to read a full bio and leave your comments about and photos of Dr. Mileti. IAEM sends condolences to Dr. Mileti’s friends and family. His contributions to the field of emergency management will live on through those who learned from his teachings.

Senate GOP group floats $618B pandemic relief plan ahead of Biden meeting

A group of 10 Republican senators on Monday released details of their slimmed-down COVID-19 aid proposal hours before a scheduled meeting with President Joe Biden at the White House to discuss it.
The $618 billion outline is a fraction of the $1.9 trillion proposal the Biden administration released last month, and scales back many of the elements Democrats consider essential to bolstering the economy and assisting those facing financial struggles from the ongoing pandemic.

FEMA updates to flood insurance bulletin are now available

FEMA updated two technical bulletins for the National Flood Insurance Program (NFIP). The bulletins provide guidance on complying with NFIP minimum floodplain management requirements for building performance. The bulletins are intended for use by state and local officials responsible for interpreting and enforcing building codes and floodplain regulations. The updated technical bulletins include information from the latest International Codes and American Society of Civil Engineers Standards.

An out-of-control wildfire burning northeast of the Australian west coast city of Perth has destroyed at least 59 homes and was threatening more Tuesday, with many residents across the region told it is too late to leave.
The 7,000-hectare (17,000-acre) blaze, which has a 80-kilometer (50-mile) perimeter, began on Monday and raged through the night near the town of Wooroloo, with the shires of Mundaring, Chittering, Northam, and the city of Swan affected.

Tropical Cyclone Ana: Fiji suffers second deadly storm in a month

Wildfire ravages massive section of Argentine forest

A wildfire raging in the south of Argentina has consumed a vast swathe of forestland in three days, local authorities said Wednesday -- an area half the size of Liechtenstein.
About a hundred firefighters, 26 fire trucks, two water-bombing helicopters and two planes are fighting to contain the blaze in a region unaccustomed to forest fires, officials said.
