The government plans to utilize artificial intelligence to constantly observe and analyze images of the Earth’s surface and location data provided by satellites, mainly for disaster prevention, sources said.
Through the AI-based analysis, the internal affairs ministry aims to predict the risk of landslides by observing steep slopes, among other measures, hoping that the project will lead to the creation of new services by businesses and local governments.

Roll Call
Senate leaders announced Wednesday the contours of a bipartisan deal to raise defense and nondefense spending by nearly $300 billion over the next two years.
The agreement, which Senate Majority Leader Mitch McConnell and Minority Leader Charles E. Schumer announced on the chamber floor, would raise defense spending by $80 billion in the current fiscal year and more next year, and nondefense spending by $63 billion in fiscal 2018 and $68 billion in fiscal 2019.

The Natural Hazards Center at the University of Colorado-Boulder has released a call for applications for the Mary Fran Myers Scholarship Program. The scholarships, named in memory of the late Mary Fran Myers, who guided the center as co-director for many years, recognize outstanding individuals who share Myers' commitment to disaster research and practice and have the potential to make a lasting contribution to reducing disaster vulnerability. At least one scholarship recipient each year will receive financial support allowing them to attend the Annual Natural Hazards Research and Applications Workshop. Scholarships can cover part or all of transportation, meals, and workshop registration costs. Complete details are posted online. The 43rd Annual Natural Hazards Research and Applications Workshop will be held July 8-11, 2018, in Broomfield, Colorado.

The Federal Emergency Management Agency (FEMA) on Feb. 6 announced that there are several open spots on the 2018 FEMA Youth Preparedness Council. Applications will be accepted from 8th through 11th graders until Mar. 18, 2018, with complete details available online. FEMA created the Youth Preparedness Council (YPC) in 2012 to bring together young leaders who are interested in supporting disaster preparedness and making a difference in their communities, by completing disaster preparedness projects nationally and locally. The YPC supports FEMA’s commitment to involve America’s youth in preparedness-related activities. It also provides an avenue to engage young people by taking into account their perspectives, feedback, and opinions. FEMA has provided an application packet to assist you in telling others about the YPC application period.

It is easy to forget that slightly more than 100 years ago some of the strongest earthquakes ever recorded rocked Illinois and Missouri, but the Illinois Emergency Management Agency will be reminding people throughout the month of February.
The Metro East is situated near two fault lines — including the New Madrid Fault, which produced the largest earthquakes in the continental U.S. in 1811-1812.

Speaker applications are sought for half-day workshops, plenary sessions, and 60-minute breakout session presentations. South Korea has deployed 900 military personnel after 1,200 security guards were pulled from duty following an norovirus outbreak at Winter Olympic facilities in Pyeongchang.
Organizers said 41 security guards had suffered a sudden onset of vomiting and diarrhea on Sunday and had been taken to hospital. The outbreak comes just days before the opening of South Korea's 2018 Winter Olympics on Thursday.

Over the weekend, a M=6.1 earthquake struck off the coast of eastern Taiwan near the city of Hualien. This quake occurred at a shallow depth (5-12 km depending on the source), and registered moderate shaking near the epicenter. Fortunately, due to the earthquake’s location, there was no reported damage or injuries.
