IAEM-USA Membership and Marketing Committee Chair George Whitney invites IAEM-USA members to roll-up their sleeves and join the committee to help in its mission to "analyze membership trends, assist in the development of membership recruitment campaigns, and assure that membership services are being provided.” The committee looks for ways to drive better engagement, processes, decision-making, products, and increase value for members. To this end, the committee seeks to engage every IAEM-USA member who has marketing insights, ideas and skills to share with the committee and who wants to drive future member engagement greater than it has ever been. The committee meets monthly via conference call or GoToMeeting and solicits committee volunteers to tackle small projects as work teams. The President’s budget request for FY 2017 was released Feb. 9, 2016. The funding request, which called for significant reductions for grants under the State and Local Programs account, included $100M for a new Regional Competitive Grant program. The request included $200M for the State Homeland Security Grant Program, a reduction of $267M; and $330M for the Urban Area Security Initiative, a reduction of $270M. The request also included $350M for Emergency Management Performance Grants, the same as last year; and $670M for Firefighter Assistance Grants, the same as requested last year but $20M less than appropriated. The request for the Pre-Disaster Mitigation Grants program is $54.5M, a reduction of $45.5M. A detailed memo will be posted on the IAEM-USA Government Affairs page by Friday, Feb. 12, 2016.

The Government Accountability Office (GAO) recently published a report, “FEMA Has Made Progress Implementing Key Programs, but Opportunities for Improvement Exist.” GAO was asked to review aspects of FEMA's disaster response programs. The report addresses FEMA's efforts to implement, assess, and improve selected disaster response programs for urban search and rescue (US&R), incident management, and evacuation tracking. GAO reviewed documentation such as policies, procedures, after action reports, and readiness assessments for these programs and deployments to select disasters for fiscal years 2010 through 2014—capturing pre- and post-Hurricane Sandy disasters. GAO recommends that FEMA develop a plan to prioritize and fund the replacement of US&R task force equipment; a plan to ensure that Incident Management Assistance Teams (IMAT) receive required training, and a workforce strategy for retention of IMAT staff; and document, track, and analyze recommendations and lessons learned from disaster deployments. DHS concurred with the recommendations and described plans to implement them.

The Federal Emergency Management Agency Youth Preparedness Council offers a unique opportunity for youth leaders to serve on a distinguished national council; to complete self-selected individual and group youth preparedness projects at the local and national levels; to voice their opinions, experiences, ideas, solutions, and questions on youth disaster preparedness with the leadership of FEMA and national organizations working on youth preparedness; and to participate in the Youth Preparedness Council Summit. The U.S. Government Accountability Office (GAO) recently published a report titled “Federal Emergency Management Agency (FEMA): Strengthening Regional Coordination Could Enhance Preparedness Efforts” (GAO-16-38). GAO was asked to review FEMA's efforts to enhance coordination for regional preparedness. The report addresses the extent to which FEMA and regional offices have (1) addressed preparedness grant management coordination challenges, (2) established a system to assess NIMS implementation, and (3) collaborated with Regional Advisory Council (RAC) stakeholders. GAO found that the FEMA has taken some steps, but has not fully addressed, preparedness grant management coordination challenges between headquarters and its regions. GAO recommended that FEMA develop a plan for addressing long-standing coordination challenges with grant management, review after action reports to assess NIMS implementation, and improve coordination with RACs. Although DHS did not concur with the grants management recommendation, GAO continues to believe challenges documented in the report support the recommendation. DHS concurred with the other four recommendations and described the actions they planned to take in response. The full report and a highlights page can be downloaded here.

The Emergency Management Institute (EMI) is accepting applications for the E/L0912 Community Specific Integrated Emergency Management Course (IEMC): “Preparing the Whole Community for a Complex Coordinated Attack.” This course is a FEMA-sponsored community-specific training initiative designed to improve the ability of local jurisdictions to prepare for, protect against, and respond to complex coordinated attacks. The purpose of this course is to provide a no-consequence environment where participants from multiple disciplines can discuss and analyze the local, state, regional and Federal capabilities required to respond to an attack involving coordinated assaults against multiple targets. Through briefings, case studies, facilitated discussions, and planning workshops, participants work through a community-specific attack scenario to identify gaps in their current plans, as well as mitigation strategies. The course is targeted for individual communities with populations of approximately 100,000 or greater. Details are available here, and the deadline to apply is Mar. 31, 2016.

FEMA released the National Planning System with the intent of building capability and integrating national planning efforts across the whole community, including all levels of government, the private sector, and with non-governmental organizations. The National Planning System provides a unified approach and common terminology to plan for all threats and hazards across the five national preparedness system mission areas, which are prevention, protection, mitigation, response and recovery. The National Planning System is applicable to the whole community – those supporting, overseeing, and governing planning efforts, as well as those learning the concepts and skills inherent in the planning discipline. The benefit of this unified approach is a more informed, shared understanding of risks, needs, and capabilities across the whole community and, a more secure and resilient nation.

NOAA scientists and partners have embarked on a land, sea and air campaign in the tropical Pacific to study the current El Niño and gather data in an effort to improve weather forecasts thousands of miles away.
The El Niño Rapid Response Field Campaign will deploy NOAA's Gulfstream IV research plane and NOAA Ship Ronald H. An article by Amy Pope, Deputy Assistant to the President for Homeland Security, “The Zika Virus: What You Need to Know,” has been published on the White House website to provide answers to some of the questions that Americans may have about the Zika virus and who it could impact. “With the recent outbreaks in the Americas, the number of Zika virus disease cases among travelers visiting or returning to the United States will likely increase. These imported cases may result in local spread of the virus in some areas of the United States. CDC has been monitoring these epidemics and is prepared to address cases imported into the United States and cases transmitted locally,” Ms. Pope writes.
