The Federal Emergency Management Agency (FEMA), along with IAEM and other partner organizations, on Feb. 13 released the first video presentation from the inaugural PrepTalks Symposium, Dr. Dennis Mileti’s “Modernizing Public Warning Messaging,” which is now available online with an accompanying discussion guide. PrepTalks are 15- to 20-minute presentations by subject-matter experts and national and international thought leaders, designed to spread new ideas, spark conversation, and promote innovative leadership for the issues confronting emergency managers now, and during the next 20 years. The inaugural PrepTalks Symposium took place Jan. 29, 2018, at George Washington University, Washington, D.C. Eight thought leaders representing a variety of disciplines challenged the audience to embrace new perspectives and innovation in the field of emergency management. Upcoming PrepTalks to be released include: pandemics; lessons learned about disaster survivors; and the importance of social capital in disaster mitigation and recovery. The next symposium is tentatively scheduled for fall 2018.

The national disaster management center has called on organs of state to implement contingency measures to enable the national executive to deal with the drought in parts of South Africa.
In a statement released in the government gazette on Tuesday, Disaster head Dr. Mmaphaka Tau Tau said, after re-assessing the magnitude and severity of the ongoing drought occurring in at least three provinces, disaster management reclassified the drought as a national disaster.

Geophysicists have obtained detailed three-dimensional images of a dangerous megathrust fault west of Costa Rica where two plates of the Earth's crust collide. The images reveal features of the fault surface, including long grooves or corrugations, that may determine how the fault will slip in an earthquake.

One year after the worst structural failures at a major U.S. dam in a generation, federal regulators who oversee California's half-century-old, towering Oroville Dam say they are looking hard at how they overlooked its built-in weaknesses for decades.
The Federal Energy Regulatory Commission is telling owners of the 1,700 other hydroelectric dams it regulates nationally that it expects them to look equally hard at their own organizations and aging dams, in the wake of the sudden collapse of much of first one, then both spillways last February at the 770-foot-tall Oroville Dam, the nation's tallest.

President Trump’s 2019 White House budget reportedly includes a proposed cut to the National Weather Service that would eliminate hundreds of jobs.
As part of an 8 percent cut to the agency’s budget, the Trump administration would nix 355 jobs, including 248 forecasters, saving an estimated $15 million, according to The Washington Post.

The Federal Emergency Management Agency (FEMA) on Feb. 8 announced applicants are being sought to serve on the FEMA National Advisory Council (NAC). The NAC is a federal advisory committee of up to 35 members that advises the FEMA Administrator on all aspects of emergency management to ensure input from and coordination with state, local, tribal, and territorial governments, and the private sector on federal plans, programs, and strategies for all hazards. FEMA is now accepting applications for open positions in the following discipline areas: elected local government official; elected state government official; emergency management field; emergency response providers; communications expert; cybersecurity expert; patient medical provider; and administrator selections. All appointments are for three-year terms beginning in September 2018. Applications must be received on or before Mar. 18, 2018. Seven months before Hurricane Harvey inundated the Houston area with a trillion gallons of water and led to widespread criticism of the Red Cross, Harris County adopted a disaster-preparation plan whose key assumption was that the Red Cross would be slow to act. “In a major disaster where there is widespread damage, the local resources of the Red Cross may be overwhelmed and not available immediately,” stated the plan.

Scientists are surveying the damage to Dominica’s landscape, infrastructure and communities following the destruction caused by Hurricane Maria in 2017. Dominica was devastated by the hurricane last September which left 68 people dead or missing.

After 38 minutes, they were told the alert was a false alarm, triggered by an emergency worker’s mistake. “We know a lot about what people do in terms of a hurricane, how they make decisions on such things as whether to evacuate, but this incident in Hawaii was different,” said an expert who went to Hawaii to study how people reacted to the alert.

The death toll from a magnitude 6.0 earthquake which struck Hualien County in eastern Taiwan on Feb. 6 has risen to 17, while 291 have sustained injuries, according Hualien County Commissioner Fu Kun-chi.
The last of a family of five Chinese tourists was confirmed to by dead by rescuers yesterday (Feb. 11) in the Beauty Inn hotel section of the partially collapsed Yun Men Tsui Ti building, which is leaning precariously by 30 degrees. After the last of the five missing Chinese tourists was confirmed to be dead, rescue efforts were called off on Sunday morning.
