The 2017 and 2018 disaster seasons were catastrophic, and the greatest impact was on our most vulnerable population – children. Although children who experience disaster are five times more likely to have serious emotional trauma than adults, as a nation we are behind in implementing programs and standards to protect them. In fact 79% of recommendations made by the National Commission on Children in Disasters in 2010 remain unfulfilled. However, there are innovative ways to address the current gaps in child protection and ensure communities are equipped to protect children. The IAEM Editorial Work Group seeks articles for the first 2019 special focus issue of the IAEM Bulletin, “Honor the Past: The People We Remember.” Since we’re focusing on mentors for this first special focus issue, you may also include a photo of your mentor. The issue will be published in March 2019, with an extended article submission deadline of Mar. 4, 2019. There will be no additional deadline extension. Article length is 750-1,500 words. A group of Senate Democrats, including several 2020 contenders, have introduced legislation that would prevent President Trump from using disaster relief funds to finance a wall along the southern border.
The Protecting Disaster Relief Funds Act would block Trump from taking funds allocated to the Department of Homeland Security, the Department of Housing and Urban Development or the Army Corps of Engineers for disaster relief and using that money to construct physical barriers along the U.S.-Mexico border.

Georgia’s two U.S. senators announced plans to introduce a separate disaster relief package for farmers in Georgia devastated by Hurricane Michael after a compromise spending plan to avoid another federal government shutdown left out any emergency money for recovery efforts.
The federal inaction, which left Georgia lawmakers seething, triggered a demand by Gov. Brian Kemp and other state leaders for Congress to finance aid that’s stalled for months amid infighting over President Donald Trump’s border wall.

The report provides recommendations to build a more robust and responsive integrated public alert and warning system, with the goal of improving the reach and reliability of IPAWS for the benefit of all. The report consists of 14 critical recommendations on common alert and warning protocols, standards, technology, and operating procedures.

President Donald Trump will nominate former Marine and current FEMA Associate Administrator for the Office of Response and Recovery Jeff Byard to be the new administrator at the agency after the departure of Brock Long.

The bodies of 24 gold miners have been recovered from a flooded mine in Zimbabwe, and rescuers have pulled out eight survivors who had been trapped underground, the Zimbabwe Broadcasting Corporation reported.
Authorities said the accident happened after shafts and underground tunnels where the illegal miners were working became flooded by water from a burst dam last Tuesday. The survivors were rescued last Saturday at the mine located 90 miles southwest of the capital, Harare.

Fellow miners have been using their bare hands to remove debris in an effort to free some 40 gold miners who have been trapped for a week, a spokesman for Liberia's disaster management agency said Sunday.
Authorities are now trying to arrange for an excavator to help in the rescue effort in Gbonipea, located in northeastern Liberia's Nimba county, said Archievego M. Doe, spokesman for the National Disaster Management Agency.
