Among those selected are three IAEM members: Miles Anderson, bureau chief, Bureau of Mitigation, Florida Division of Emergency Management, Tallahassee, Florida; Kaylynn Gresham, emergency management director, Oneida Nation, Oneida, Wisconsin; and Chris Blinzinger, CEM, emergency manager, City of Provo, Utah. The 2017 ESWG is tasked with opening the channels of communication between federal and state, territorial, Indian tribal, and local mitigation staff; gathering insight into mitigation and/or HMA program issues from the state, territory, Indian tribe, or local perspective; increasing transparency in HMA goals, program priorities, and policy development; helping HMA provide a consistent, predictable experience for external stakeholders; and delving more deeply into issues identified during the HMA Café at the 2016 HMA Workshop.

The Federal Emergency Management Agency (FEMA) is accepting applications from individuals interested in serving on the National Advisory Council (NAC). The NAC is a federal advisory committee established to ensure effective and ongoing coordination of federal preparedness, protection, response, recovery, and mitigation for natural disasters, acts of terrorism, and other man-made disasters. The council includes a geographically diverse mix of officials, emergency managers, and emergency response providers from state, local and tribal governments, the private sector, and nongovernmental organizations who will advise the FEMA Administrator on all aspects of emergency management. Learn online about the discipline areas that FEMA is seeking for open positions, and submit applications by close of business on Mar. 15, 2017. All appointments are for three-year terms starting in September 2017.

FEMA is seeking applicants for its Youth Preparedness Council, which was created in 2012 to bring together U.S. teens who are interested and engaged in advocating for preparedness. Council members are selected based on their dedication to public service, efforts in making a difference in their communities, and potential to expand their impact as national advocates for preparedness. Students in 8th through 11th grade are eligible to apply. The Youth Preparedness Council offers an opportunity for youth leaders to serve on a distinguished national council and participate in the Youth Preparedness Council Summit in Washington, D.C. Application materials, information about current members, and general details are available online. Applications and supporting materials must be received no later than Mar. 31, 2017, 11:59 p.m. PST.

The IAEM Call for Speakers closed on Friday, Feb. 17, 2017. The Conference Committee is currently reviewing all the submissions. Speakers accepted to present at the IAEM 2017 Annual Conference will be notified by May 1, 2017.

The U.S. Department of Education’s Readiness and Emergency Management for Schools (REMS) Tactical Assistance Center recently published a Post-Disaster Reunification Fact Sheet for the use of K-12 schools, who may be seen as a community-wide point of contacts by families and children affected by a disaster. As guardians of children, K-12 schools and districts may have a significant role to play in reuniting children with their families. This is especially true when a disaster occurs during normal school hours, before-school programs, after-school programs, or summer programs. The task of reuniting children with their families is important, as the risk of trauma or danger experienced by children increases with the time that they remain separated from their family. The fact sheet includes methods to address reunification in school emergency management planning and provides links to key reunification resources.

The Federal Emergency Management Agency (FEMA) has published the Pre-Disaster Recovery Planning Guide for Local Governments. This guide is designed to prepare local governments for recovery efforts from future disasters by engaging with the whole community and planning for recovery activities that are comprehensive and long term. The guide also provides tools for public engagement and identifying existing recovery resources outside partnerships that could help local governments build resilience. The Pre-Disaster Recovery Planning Guide for States was released at the end of 2016, and a guide for tribes is being developed.

The Centers for Disease Control & Prevention will host a webinar on Feb. 27, 2017, 12:00-1:00 p.m. EST, on “Using the Radiological Sheltering Exercise Tabletop Toolkit to Fulfill PHEP Grant Requirements.” A catastrophic radiation incident at a nuclear facility or a terrorist attack using an improvised nuclear device (IND) or a radiological dispersal device (RDD) could adversely affect many U.S. communities. Given the broad threat and need for evacuation from impacted areas for radiation emergencies, jurisdictions of all sizes and at any distance from nuclear facilities should develop capacity to conduct mass sheltering operations for displaced persons following a radiation emergency. Last year, NACCHO released the Radiological Sheltering Tabletop Exercise Toolkit as a local health department resource to identify strengths and areas for improvement in mass shelter plans for radiation emergencies and to orient health departments to CDC’s Guide to Operating a Public Shelter in a Radiation Emergency. NACCHO will provide an overview of the exercise toolkit, with local health department presenters sharing important lessons learned and planning considerations identified during recent tabletop exercises using the toolkit. Presenters also will share how they used the radiation exercises to meet annual exercise and drill requirements.

The National Weather Service confirmed Monday that at least four to six tornadoes hit San Antonio. Five minor injuries were reported, the Associated Press said.

Tropical Cyclone Alfred has formed in the warm waters of Australia's Gulf of Carpentaria. The storm has already brought heavy floods to parts of the Northern Territory and northern Queensland.

The disaster mitigation agency said Tuesday that more than 50 areas were flooded in Jakarta, with waters up to 1.5 meters high in East Jakarta.
