IAEM-Canada has partnered with the Ontario Association of Emergency Managers (OAEM) to host the IAEM-Canada AGM in conjunction with the 17th OAEM Conference and AGM. The IAEM-Canada AGM will be held on Thursday, May 11, 2017, 1600-1730 hours, in the Auditorium at the Ron Joyce Centre, 4350 S. Service Road, Burlington, Ontario. OAEM has offered IAEM-Canada members the member registration rate for the OAEM conference, which will take place May 11-12, 2017, at the Ron Joyce Centre (see conference brochure). Members are encouraged to support this conference, as attendance can be used towards your professional development credits for your AEM®/CEM®. More information on the IAEM-Canada AGM will be available soon.

A call for nominations is open for the positions of IAEM-Canada Council’s President and Secretary. The term for these two officers is two years and will commence immediately after the announcement of the election results at the May 11 AGM. Civil Defense Minister Gerry Brownlee said the new channel for sending alerts was on track and messages would appear similar to texts.

Several open positions need to be filled on the National Advisory Council (NAC). The U.S. Federal Emergency Management Agency (FEMA) is accepting applications now from individuals interested in serving on the council. The NAC is a federal advisory committee established to ensure effective and ongoing coordination of federal preparedness, protection, response, recovery, and mitigation for natural disasters, acts of terrorism, and other man-made disasters. The council includes a geographically diverse mix of officials, emergency managers, and emergency response providers from state, local and tribal governments, the private sector, and nongovernmental organizations who will advise the FEMA Administrator on all aspects of emergency management. In a manuscript accepted for publication yesterday, new evidence for 10 ground-rupturing earthquakes prior to 1857, along the Big Bend of the Southern San Andreas Fault was presented. The study, headed by Dr. Katherine Scharer at the USGS in Pasadena, examined the earthquake history of the San Andreas near Frazier Mountain in northeast Kern County.

As part of its 2017 conference program, the Governor’s Hurricane Conference (GHC), set for May 14-19, in West Palm Beach, Florida, is hosting a May 18 workshop for students to present their original academic research. Students currently enrolled in institutions of higher education and who have taken or are taking emergency management related courses are encouraged to submit an application and abstract by Mar. 10, 2017. The IAEM-Global Editorial Work Group seeks articles for the second special focus issue of 2017, which will be on the topic of “Vulnerable Populations & Emergency Management.” Articles might include, but are not limited to: how we can help to prepare vulnerable populations for disasters; what it means to be part of a vulnerable population in your area (globally); and what members of vulnerable populations are doing to prepare themselves; what emergency managers are doing to protect vulnerable populations in their jurisdictions. Note: We’re deliberately not defining “vulnerable populations” – we’re letting the authors define this. We hope to get article submissions that each focus on one of the many groups that are vulnerable, so that we have a variety of ideas or solutions for the various groups. Articles could deal with anything from latchkey kids to senior citizens to those who are disabled and/or have access issues. U.S. and Canadian scientists are planning to spend the next five years studying flooding on Lake Champlain and the Richelieu River, which drains the lake north into Quebec, and whether methods can be developed to control future flooding.
Besides studying the causes of past floods, particularly the historic floods in 2011, the scientists will look for ways to better forecast flooding and measures to reduce the effects of future floods, considered likely with weather extremes in an era of climate change.

This is a wonderful opportunity to learn from a Certification Commissioner about preparing for the application process and exam. The Center for Homeland Defense and Security (CHDS) is partnering with the Department of Homeland Security and FEMA’s National Preparedness Directorate to offer the 10th Annual Homeland Defense & Security Education Summit. George Mason University’s Center for Infrastructure Protection and Homeland Security will host the event on Mar. 23-24 at their Arlington, Virginia campus. This year marks the 10th anniversary of the summit, and CHDS looks forward to addressing essential questions regarding future security challenges with thought leaders in government, academia and industry. This year’s summit will feature two methods of participation. In the first track, the summit will feature presentations of general interest to the homeland security enterprise by exploring innovative approaches to addressing homeland security, homeland defense, and related efforts, including
education programs in these areas. The second track will feature presentations of original theoretical, methodological, and empirical research as well as applied or policy research relevant to homeland security.

The 2017 Common Alerting Protocol (CAP) Implementation Workshop will take place Sept. 20-21, 207, at the National Fire Corps Academy of Italy, Istituto Superiore Antincendi (ISA), Rome, Italy. The International Association of Emergency Managers (IAEM) is a co-sponsor of this event, and IAEM CEO Beth Armstrong, MAM, CAE, represents IAEM on the workshop program committee. An earthquake of 6.5 magnitude struck off the south coast of the island of New Britain in Papua New Guinea this morning. According to the U.S. Geological Survey the quake was at a depth of 33 kilometers, and struck struck east of the city Lae.
The Pacific Tsunami Warning Centre said there was no Pacific-wide tsunami threat.

Cyclone Enawo, a massive tropical storm packing winds gusting as high as 300 km per hour, killed at least three people when it slammed into the Indian Ocean island of Madagascar, officials said on Wednesday.
Enawo struck the northeast village of Ampahana on Tuesday morning. It had since been downgraded from an "intense tropical cyclone" to a "tropical storm" with winds gusting at 130 kph, domestic weather bulletins said.
