Post-wildfire landslides becoming more frequent in Southern California

Southern California can now expect to see post-wildfire landslides occurring almost every year, with major events expected roughly every ten years, a new study led by U.S. Geological Survey researchers finds.
The results show Californians are now facing a double whammy of increased wildfire and landslide risk caused by climate change-induced shifts in the state’s wet and dry seasons, according to researchers who mapped landslide vulnerability in the southern half of the state.

Biden taps FEMA to run interagency effort to house record influx of migrant children

President Biden has deployed Federal Emergency Management Agency personnel to the southwest border to assist with an influx of migrants, with a focus on the unprecedented number of unaccompanied minors arriving there.
FEMA will lead a governmentwide effort to address the record number of children making the journey from Central America and Mexico and organize the interagency response to process and find permanent housing for them. The Biden administration faced pushback after it placed thousands of minors in tents and other shelters managed by the Homeland Security Department, including a detention center in Texas.

FEMA says it will make disaster response more equitable*

Through internal emails, public advisories and virtual seminars, the Federal Emergency Management Agency says it wants to do better on equity, and it acknowledges that disasters and disaster recovery programs unfairly burden low-income and minority populations.
The effort began last fall before the election and has accelerated under President Biden. As FEMA helps distribute coronavirus vaccines nationwide, it is prioritizing underserved populations and last month established a civil rights advisory group to “identify and eliminate inequities” in who gets inoculated.

The IAEM Editorial Committee is accepting feature article submissions for the first 2021 special focus issue of the IAEM Bulletin. The topic of the April 2021 issue will be “COVID-19: Emergency Management a Year Later.” A year ago, we were struggling with even calling COVID-19 a problem. How have the experiences of dealing with the pandemic influenced you and your approach to emergency management? What have we learned about ourselves and the opportunities for growth, development, change and synergy as we move into the next new normal? The article submission deadline is Mar. 31, 2021. Email articles 750 to 1,500 words in Word or text format to IAEM Bulletin Editor Karen Thompson. Visit the IAEM Bulletin webpage to learn about the other three 2021 special focus issue topics. Since the Bulletin is published monthly, the committee also is interested in submissions for the eight non-special focus issues, for which they will consider articles on a wide variety of topics of interest to emergency management professionals.

Ten years after the Great East Japan Earthquake (GEJE), I have come to understand that the success of the country's risk approach has as much to do with community readiness and human connection as it does with visible feats of structural engineering.
Sitting in my small office in Haiti in March 2011, I read with concern the news coming from the northeast coast of Japan. A massive earthquake had struck offshore, triggering a tsunami of such force that it toppled seawalls and other defenses, washed away entire towns and villages, killed up to 20,000 people, and set off one of the worst nuclear meltdowns in history.

20% of local governments in Japan have no disaster specialists: Survey

Across Japan, 20.5 percent of municipalities have no officials exclusively tasked with handling disaster responses, a Kyodo News survey shows.
The survey also found that 14.1 percent of respondents have only one official for that particular task, with those in charge of elections, traffic safety and other duties doubling in those roles.

Hundreds of thousands of Coloradans on Monday started to dig themselves out of feet of snow dumped during a record-setting winter storm that continued to shutter businesses and schools, close major highways and leave thousands without electricity.
Despite its late start Saturday evening, the storm — Denver’s fourth-largest ever — dropped more than two feet of snow along the Interstate 25 corridor and blasted enough wind across the state’s most populous region to trap hundreds of cars on highways and ensnare the reinforced rescue vehicles sent to save them.
